This essay aims to discuss issues that permeate the expansion and favored freedom to contemporary man by the technological and social innovations associated with new dynamic digital networks . Analyzes the process of knowledge construction , production , distribution and organization as well as the field of information science who have been at the mercy of contexts , diversity of thinking of its protagonists , the delimitation of boundaries , the " indoctrination " of theories , social and technological changes that they see encouraging and setting the " regimes of information. Consider the public and social aspects of information from the perspective of Frohmam and responsibility of instances that must preserve and ensure their access and dissemination . Suggests that the basic conditions of this construction should result from listening, preservation, reproduction of " regimes of information " socially imposed and that policies resulting from compliance with the specifics of the particularities of the territories , channels , networks , the paths chosen by each group , the community in search of information.
