National archives policy left off the agenda: an analysis of the National Archives Council’s plenary meetings

Resumo: Information policies refer to different actions and procedures that deal with information in various contexts, such as in the scope of archival institutions. In Brazil, one of the focus of the information policies is the archival public policies, created by the Law Nº 8159, from January 8th, 1991. Through this law, the National Council of Archives (CONARQ) was created, that aims at defining the national public and private archives policy. However, after three decades, a national archival public policy has not been defined yet. In this context, this research aims at analyzing the topics of interest on CONARQ's agenda and how the topic ‘national archives policy’ was included in the agency's discussions, between 2017 and 2021. The research has a qualitative nature with a descriptive character, and it was developed through bibliographic research and document analysis of the minutes from CONARQ's plenary meetings. As result, we found that CONARQ's agenda focuses on discussing matters of its technical boards, sectoral boards and special commissions, the agency's operating mechanisms, the Brazilian archival legislation and related legislation, and archival technical standards. Therefore, the topic ‘national archives policy’ remains on the sidelines of CONARQ’s discussions.

En Brasil, uno de los focos de las políticas de información son las políticas públicas archivísticas, que tienen como fundamento la Ley nº 8.159, de 8 de enero de 1991. A través de este dispositivo, fue creado el Consejo Nacional de Archivos (CONARQ), que tiene por objetivo definir la política nacional de archivos públicos y privados. Sin embargo, luego de tres décadas, aún no existe una definición de una política pública de archivos a nivel nacional. En este escenario, esta investigación tiene como objetivo analizar la agenda de temas de interés del CONARQ y cómo el tema 'política nacional de archivos' fue contemplado en las discusiones del organismo, de 2017 a 2021. La investigación es de carácter cualitativo, descriptiva y se elaboró ​​a través del apoyo bibliográfico y análisis documental de las actas de las sesiones plenarias del Consejo. Como resultado, se revela que la agenda del CONARQ se concentra en discutir temas relacionados con sus cámaras técnicas, cámaras sectoriales y comisiones especiales, los mecanismos de funcionamiento del organismo, la legislación archivística brasileña y materias afines, y las normas técnicas archivísticas. Por lo tanto, el tema de la política archivística nacional sigue siendo periférico en las discusiones del CONARQ.Políticas de informação referem-se a diferentes ações e procedimentos que lidam com informação em contextos variados, como instituições arquivísticas. No Brasil, um dos enfoques das políticas informacionais são as políticas públicas arquivísticas, que têm como marco a Lei Nº 8.159, de 8 de janeiro de 1991. Por meio desse dispositivo, criou-se o Conselho Nacional de Arquivos (CONARQ), que tem por finalidade definir a política nacional de arquivos públicos e privados. Porém, passadas três décadas, não há ainda a definição de uma política pública arquivística em nível nacional. Nesse cenário, esta pesquisa tem como objetivo analisar a agenda de temas de interesse do CONARQ e como o tema ‘política nacional de arquivos’ foi contemplado nas discussões do órgão, no período de 2017 a 2021. A pesquisa é de natureza qualitativa, com caráter descritivo, e foi desenvolvida por meio de aporte bibliográfico e análise documental das atas das reuniões plenárias do Conselho. Como resultados, revela-se que a agenda do CONARQ se concentra em discutir questões referentes às suas câmaras técnicas, câmaras setoriais e comissões especiais, mecanismos de funcionamento do órgão, legislação arquivística brasileira e correlata, e normas técnicas arquivísticas.
