Resumo: | In the 1930s, Uruguay faced the consequences of the 1929 crisis. A series of devices were created to account for the behaviors considered deviant, which became a focus of concern and intervention. Alcoholism, syphilis, unwanted immigration, begging, vagrancy, madness, were quickly associated with criminal behavior that threatened the consolidation of the nation. This type of behavior became a focus of vigilance under the paradigm of social defense. The categorization of these behaviors "deviated" by criteria that demarcated the normal and the pathological, generated an increasing medical intervention for its management: psychiatry became the institutional depository of the determination of dangerousness. The article will address how the biopolitical intervention of psychiatry was formatted in the characterization and design of preventive strategies that focused on the dangerous subject. |

Una serie de dispositivos fueron creados para dar cuenta de las conductas consideradas desviadas, que se transformaron en el centro de la preocupación y de intervención. El alcoholismo, la sífilis, la inmigración no deseada, la mendicidad, la vagancia y la locura fueron rápidamente asociados a conductas delictivas que atentaban contra la consolidación de la nación. Ese tipo de comportamiento se transformó en el centro de la vigilancia bajo el paradigma de la defensa social. La categorización de esos comportamientos “desviados” por criterios que demarcaban lo normal y lo patológico generó una creciente intervención médica para su gestión: la psiquiatría pasó a ser la depositaria institucional de la determinación de la peligrosidad. El artículo abordará cómo se formateó la intervención biopolítica de la psiquiatría en la caracterización y el diseño de estrategias preventivas que que se centraran en el sujeto peligroso.Na década de 1930, o Uruguai enfrentou as consequências da crise de 1929. Uma série de dispositivos foi criada para dar conta dos comportamentos considerados desviantes, que se tornaram foco de preocupação e intervenção. Alcoolismo, sífilis, imigração indesejada, mendicância, vadiagem e loucura foram rapidamente associados a comportamentos criminosos que ameaçavam a consolidação da nação. Esse tipo de comportamento tornou-se foco de vigilância sob o paradigma da defesa social. A categorização desses comportamentos "desviados" pelos critérios que demarcaram o normal e o patológico gerou uma crescente intervenção médica para seu manejo: a psiquiatria passou a ser depositária institucional da determinação do perigo.
