Digital literacy in the “family desktop” of Conectar Igualdad Program: between the netbook user manual and the family’s governance

Resumo: Our aim, in this paper, is to study how, through the articulation of different genres and discourses, the practice of "digital literacy" is discursively outlined in an Argentine public policy of "digital inclusion". Specifically, we analyze a corpus of texts produced for the Conectar Igualdad Program (2010-2018). We inscribe our work within the theoretical-methodological perspective of the Critical Discourse Analysis (CHOULIARAKI; FAIRCLOUGH, 1999; FAIRCLOUGH, 1992a, 2003). Moreover, we have incorporated the contributions of the Critical Analysis of Genres (MOTTA-ROTH, 2011; BONINI, 2010) to study the ways in which diverse generic features are articulated in these texts and to problematize the social practice that these genres recontextualize. The results suggest that, in the articulation between the genres textbook and text of governance (FAIRCLOUGH, 2003) a hierarchical power/knowledge relationship is constructed between the institution and the beneficiaries of public policy, which is based in a greater control over the private sphere and the instrumentalization of public discourse.

Específicamente, trabajamos sobre un corpus de textos producidos en el marco del Programa Conectar Igualdad (2010-2018). Insertamos nuestro trabajo en la perspectiva teórico-metodológica del Análisis Crítico del Discurso (CHOULIARAKI; FAIRCLOUGH, 1999; FAIRCLOUGH, 1992a, 2003), e incorporamos los aportes del Análisis Crítico de Géneros (MOTTA-ROTH, 2011; BONINI, 2010), para estudiar los modos en que se articulan diversos rasgos genéricos en estos textos y para problematizar la práctica social que estos géneros recontextualizan. Los resultados apuntan a que, en la articulación entre el género libro de texto y el de gobierno (FAIRCLOUGH, 2003), se construye una relación jerárquica de poder/saber entre la institución y los beneficiarios de la política pública, que se cimenta en el mayor control sobre la esfera privada y la instrumentalización del discurso público. Neste trabalho, estudamos como, através da articulação de diferentes gêneros e discursos, discursivamente se delineia a prática da "alfabetização digital" numa política pública argentina de "inclusão digital". Especificamente, trabalhamos em um corpus de textos produzidos no âmbito do Programa Conectar Igualdad (2010-2018).Inserimos nosso trabalho na perspectiva teórica e metodológica da Análise Crítica do Discurso (CHOULIARAKI; FAIRCLOUGH, 1999; FAIRCLOUGH, 1992a, 2003), e incorporamos as contribuições da Análise Crítica de Gêneros (MOTTA-ROTH, 2011; BONINI, 2010) para estudar as maneiras pelas quais diversas características genéricas são articuladas nesses textos e para problematizar a prática social que esses gêneros recontextualizam.
