Analysis of management plans at Brazilian and Portuguese universities : an investigation of accessibility and inclusion policies for university libraries

Resumo: Objectives: The high incidence of people with disabilities is a global issue that concerns policy development. The article aims to analyze the institutional development plans of universities in Brazil, namely, the Federal Fluminense University (UFF) and the Federal University of Rio de Janeiro (UFRJ), as well as in Portugal, the University of Porto and the University of Lisbon. The objective is to determine whether there are policies focused on the social inclusion of people with disabilities and whether there is mention of the university library in these plans. Methods: The methodology used is a literature review followed by content analysis following Bardin (2009). Results: It discusses the concern for the inclusion and retention of these individuals in higher education, both in Brazil and Portugal. Studies on Information Regime in Information Science emphasize the inclusion of socially excluded groups. Conclusions: It concludes that institutional development plans have incorporated actions aimed at accessibility and inclusion, including guidelines for libraries to be inclusive in all accessibility aspects. It is noticeable that institutional policies are the best way to include people in situations of social vulnerability.

O artigo tem como objetivo analisar os planos de desenvolvimento institucional de universidades no Brasil, a Universidade Federal Fluminense (UFF) e a Universidade Federal do Rio de janeiro (UFRJ) e em Portugal, a Universidade do Porto e a Universidade de Lisboa para verificar se há políticas direcionadas à inclusão social de pessoas com deficiência, bem como se há menção da biblioteca universitária nesses planos. Método: A metodologia utilizada é a revisão de literatura seguida de análise de conteúdo de Bardin (2009). Resultado: Discute a preocupação com a inclusão e permanência dessas pessoas no ensino superior tanto no Brasil quanto em Portugal. Estudos sobre Regime de Informação na Ciência da Informação enfatizam a inclusão de grupos socialmente excluídos. Conclusões: Conclui que os planos de desenvolvimento institucional incorporaram ações voltadas à acessibilidade e inclusão, incluindo orientações para que as bibliotecas sejam inclusivas em todas as esferas de acessibilidade.
