Resumo: This article aims to analyze, in the procedural dimension, the rights to participation and access to the judiciary, presupposing the information and the environmental education. In this work, are highlighted the possibilities of effectiveness of this rights in the Brazilian normative system, as well as the public power’s duty of promoting the transversality of the environmental matter through all the educational stages.
