Os Estados Unidos, grandes vencedores da Segunda Guerra, foram os fiadores desse ordenamento, que de uma forma ou de outra acabaram por beneficiar seus interesses econômicos e políticos. Um desses mecanismos criados e aperfeiçoados com a ordem internacional liberal é o sistema institucional multilateral universal. Porém, a ordem internacional liberal e o multilateralismo passam por um momento de enfraquecimento. Os Estados Unidos não mais teriam a capacidade material e política para sustentar o ordenamento como faziam anteriormente. A China, que emerge desde os anos 1990 como uma grande potência econômica, militar e política, vem ocupando espaços de liderança que anteriormente não fazia, e passa a desafiar a ordem liderada pelos Estados Unidos. Esta dissertação trata de uma leitura acerca dos mecanismos pelos quais a China tem utilizado para fortalecer seu poder no âmbito das relações internacionais a fim de se tornar um líder regional. Para tanto, a China tem construído uma série de instrumentos multilaterais de forma própria. O objetivo deste trabalho é analisar, em especial, um destes novos instrumentos multilaterais, criado em 2016, e que se caracteriza como um banco multilateral de desenvolvimento voltado a projetos em infraestrutura na região asiática: o Asian Investment Infrastructure Bank (AIIB, em português Banco Asiático de Investimento em Infraestrutura). Busca-se responder a pergunta de pesquisa: em que medida o AIIB se configura como uma estratégia de política externa da China? É detalhado como a criação do AIIB faz parte de uma estratégia maior, um plano de investimentos compreendendo 65% da população e 30% do PIB mundial: a iniciativa da Nova Rota da Seda (Belt and Road Initiative, BRI). Constatou-se que o AIIB se configura como um mecanismo de poder chinês que não desafia a ordem liberal como um todo, mas adiciona uma variável diferente no ordenamento internacional, pois é ancorado em políticas tipicamente chinesas. Conclui-se com o trabalho que a China não busca reformar o sistema, apenas está ocupando um espaço que lhe é cabido frente à sua cada vez maior importância política.Abstract: The liberal international order, designed and formed at the end of World War II, was responsible for the creation of mechanisms that ensured a series of benefits to the community of nations: the maintenance of world peace, the increase in economic interdependence and international trade, in addition to the pursue of maintenance of human rights globally. The United States, great winners of World War II, were the guarantors of this order, which in one way or another ended up benefiting its economic and political interests. One of the mechanisms created and perfected by the liberal international order is the multilateral institutional system. However, the international liberal order and the multilateralism are undergoing a weakening moment. The United States no longer have the material and political capacity to sustain the order as it did before. China, which has emerged since the 1990s as a great economic, military and political power, has been occupying leadership spaces that were not occupied before, and is now challenging the order led by the United States. This dissertation is about the mechanisms by which China has used to strengthen its power in the scope of international relations, in order to become a regional leader. To do so, China has been building a series of multilateral instruments on its own way. The goal of this work is to analyze, in particular, one of these new multilateral instruments, created in 2016 and which stands out as a multilateral development bank focused on infrastructure projects in the Asian region: the Asian Infrastructure Investment Bank (AIIB). We seek to answer the research question: to what extent the AIIB is configured as a foreign policy strategy for China? It details how the creation of the AIIB is part of a larger strategy, an investment plan comprising 65% of the population and 30% of the world?s GDP: the Belt and Road Initiative (BRI). It was found that the AIIB is configured as a Chinese power mechanism that does not challenge the liberal order as a whole, but it adds a different variable to the international order, as it is anchored in Chinese ways of doing politics.
