De cidadela portuguesa, passando a Barrio Sur, um lugar urbano na virada do século XIX para o XX à margem da expansão em grelha da malha urbana, nas últimas décadas do século passado, o sítio chega à denominação atual de Bairro Histórico, sendo reconhecido pela UNESCO em 1995 pelo valor Universal de seu conjunto arquitetônico e traçado urbano que compõe sua particular paisagem, importante testemunho de um período histórico da humanidade. A partir do esclarecimento inicial de conceitos como de memória e significado urbano (do território para a sua sociedade), se analisam as novas paisagens (agora patrimoniais) do território como representações de uma memória urbana. Por meio de um levantamento documental e imagético, busca-se discutir os diferentes valores dados a esta paisagem patrimonial no período proposto. O presente estudo propõe uma compreensão de como os rastros presentes hoje no território dialogam com o passado e o significado histórico que a população lhe dá. No caso aqui investigado podemos observar como por vezes o significado urbano influencia nas transformações territoriais do sítio (como acontecido no início do século XX) e por outro lado, as intervenções realizadas a partir de 1960, transformaram a paisagem do sítio alterando fortemente o seu significado urbano. Após a análise dos rastros que estas transformações espaciais e identitárias deixaram no território investigado surge a seguinte questão: Como nós, arquitetos e urbanistas que manuseamos o espaço urbano como matéria-prima de nossas especulações, podemos intervir em um território com uma carga patrimonial como é o caso do Casco Fundacional de Colônia do Sacramento? Como os diferentes atores envolvidos num sítio Patrimônio da Humanidade podem coexistir e qualificar esta intervenção? Neste contexto foi proposta a análise de dois projetos de intervenção no sítio. Um anterior às normativas estipuladas pelo Plano de Gestão do Bairro Histórico de Colônia do Sacramento (PGBHCS, apresentado à UNESCO em 2012) e outro posterior. Neste estágio da investigação pretende-se compreender o papel das condicionantes de projeto impostas pela chancela da UNESCO (detectar o que muda na salvaguarda patrimonial com o PGBHCS), o resultado do projeto e seu significado urbano para a cidade.Abstract: The present study investigates the case of the Historic District of Colonia do Sacramento and its borders, focusing on the territorial and urban significance of transformations held from the beginning of the twentieth century, as well as in the context of the UNESCO World Heritage seal, and in relation to tourism. First a Portuguese citadel, became Barrio Sur, an urban place at the turn of the nineteenth to the twentieth century, on the fringes of the grid expansion of the urban fabric. In the last decades of the last century, the site reaches the current name of Historic District, being recognized by UNESCO in 1995 due to the Universal value of its architectural ensemble and urban layout that integrates its particular landscape. From the initial clarification of concepts such as memory and urban meaning (from the territory to its society), the new (now heritage) landscapes of the territory are analyzed as representations of an urban memory. Through a documentary and imagetic survey, we aim to discuss the different values given to this heritage landscape in the proposed period. The present study proposes an understanding of how the trails present today in the territory dialogue with the past and the historical meaning given by that the population In the case here investigated we can observe how sometimes urban meaning influences the territorial transformations of the site (as happened at the beginning of the twentieth century) and, on the other hand, the interventions carried out since 1960, transformed the landscape of the site, strongly altering its meaning. Following the analysis of the trails that these spatial and identity transformations left in the investigated territory, the following question arises: How can we, architects and urban planners who handle urban space as the raw material of our speculations, be able to intervene in a territory with a heritage value such as this, the Historic District of Colonia do Sacramento? How can the different actors involved in a World Heritage site coexist and qualify this intervention? In this context it was proposed to analyze two intervention projects on the site. One prior to the regulations stipulated by the Colonia del Sacramento Historic District Management Plan (PGBHCS, presented to UNESCO in 2012) and the other later.
