The dynamics of the brazilian state and attention to rural populations

Resumo: | The present article intends to make a brief analysis on the forms of agency historically undertaken by the brazilian State in relation to brazil’s rural populations’ demands. Based on the premise that, throughout history, family-based farming and other rural populations have been predominantly left out of the scope of public policy concern, this essay proposes to reflect on the historical negligence towards rural populations by the brazilian State, in order to complexify and better understand the current rural public policy landscape. Grounded on the analysis of the historical trajectory of the brazilian State and its (relative) metamorphosis according to specific political and social settings, brazil’s Federal Constitution of 1988 is emphasized as a milestone for the expansion of social rights of several segments historically excluded from the spectrum of services provided by State institutions, which, in the first decade of the 21st century, culminated in the most proficient years of public policy implementation directed to different social groups that inhabit rural areas of the country |
