THE DIGITAL INCLUSION AND THE INCENTIVES FOR INNOVATION: THE DIGITAL GOVERNMENT IN THE PERSUIT OF SOCIO-ECONOMIC DEVELOPMENT

Resumo: The present paper, through the inductive method, proposes to face the research problem: Do the incentives for innovation, when related to the digital inclusion necessary for the use of Digital Public Services, generate positive effects for socio-economic development at a national level? The specific objectives are: analyze the digital relationship between the Public Administration and the Citizens; highlight the circumstances of registration and receipt of the Auxílio Emergencial and the difficulties for digital and social inclusion; understand the need for digital inclusion for the realization of Digital Government and for participation in socio-economic development; evaluate the relationship between the mechanisms of digital inclusion and the structures of promotion of innovation by the State in the scenario of dissemination of New Technologies. It is understood that digital inclusion allows the participation of the individual in development as a creative agent of innovation and as a beneficiary of the effects resulting from it, if there is better training of individuals, avoiding that the digitalization of social spheres does increase inequalities.

It is understood that digital inclusion allows the participation of the individual in development as a creative agent of innovation and as a beneficiary of the effects resulting from it, if there is better training of individuals, avoiding that the digitalization of social spheres does increase inequalities.Este trabajo, a través del método inductivo, se propone abordar el problema de investigación: ¿Los incentivos a la innovación, cuando se relacionan con la inclusión digital necesaria para el uso de los Servicios Públicos Digitales, generan efectos positivos en el desarrollo socioeconómico a escala nacional? Para ello, tenemos como objetivos específicos: analizar la relación digital entre la Administración Pública y los Ciudadanos; destacar las circunstancias de registro y recepción de las Ayudas de Emergencia y las dificultades para la inclusión digital y social; comprender la necesidad de la inclusión digital para la realización del Gobierno Digital y para la participación en el desarrollo socioeconómico; evaluar la relación entre los mecanismos de inclusión digital y las estructuras de promoción de la innovación por parte del Estado en el escenario de difusión de las Nuevas Tecnologías. Se entiende que la inclusión digital permite la participación del individuo en el desarrollo como agente creativo de la innovación y como beneficiario de los efectos que de ella se derivan, siempre que haya una mejor formación de los individuos, evitando que la digitalización de las esferas sociales aumente las desigualdades.O presente trabalho, por meio do método indutivo, se propõe a enfrentar o problema de pesquisa: Os incentivos à inovação, quando relacionados com a inclusão digital necessária à utilização dos Serviços Públicos Digitais, geram efeitos positivos ao desenvolvimento socioeconômico em âmbito nacional? Para tanto, tem-se como objetivos específicos: analisar o relacionamento digital entre a Administração Pública e os Cidadãos; destacar as circunstâncias do cadastramento e recebimento do Auxílio Emergencial e as dificuldades para inclusão digital e social; compreender a necessidade de inclusão digital para a realização do Governo Digital e para participação no desenvolvimento socioeconômico; avaliar a relação entre os mecanismos de inclusão digital e as estruturas de fomento à inovação pelo Estado no cenário de disseminação das Novas Tecnologias.
