Resumo: This research was carried out within the scope of the Professional Master's Degree in Public Policies and Educational Management in the line "Policies and Management of Basic and Higher Education" of the Federal University of Santa Maria, RS. It is about university extension, in the context of the foreign language courses, linked to the Department of Modern Foreign Languages (DLEM), the sector of functional allocation of the author. The objective was to recognize the quality indicators related to the extension courses in foreign languages at the UFSM to propose their institutionalization. The research methodology used was qualitative of case study type. The benchmarks and legal framework dealt with university management, quality in higher education, conceptions, history of extension, relevant legislation and the importance of foreign languages for internationalization of universities. The instruments used to get data were: bibliographic research, participant observation, documentary analysis, semi-open questionnaires online and semi-structured interviews. The subjects of the research were academic managers, tutors and students of the foreign language extension courses of the DLEM, as well as university managers the of the UFSM. Data analysis was performed using the content analysis technique. The results proved the interest on the institutionalization of extension courses in foreign languages in UFSM by the academic and external community. As product of this research the quality indicators used to create a unit for language teaching are: a pedagogical time to management; elaboration of a language policy for the UFSM, considering the internationalization process; in relation to the infrastructure - budget allocation, own physical space or a bigger number of available classrooms for the courses, new acquisitions of equipments and inclusion of new servers; in community-university related issue, the challenge is to enlarge the offer of language courses for the internal and external community as well as foreign language options; in pedagogical plan, the participants consider: a didactic-pedagogical training of the tutors, a harmonious interaction between the tutors and students, a curriculum which contemplates cultural activities, a didactic material of excellence and a formative evaluation with feedback to the students. Regarding to the academic plan of the courses, it is advisable to disclose the academic productions of extension and didactic materials.It is proposed the “Núcleo de Extensão em Línguas Estrangeiras” (NELE) as a unit which is part of the UFSM.

Trata da extensão universitária em termos de gestão e qualidade, por meio de uma proposta de institucionalização dos cursos de língua estrangeira na UFSM, vinculados ao Departamento de Letras Estrangeiras Modernas (DLEM), contexto funcional da autora. O objetivo foi reconhecer os indicadores de qualidade relacionados aos cursos de extensão em línguas estrangeiras na UFSM para propor sua institucionalização. A metodologia de pesquisa utilizada foi quantiqualitativa do tipo estudo de caso. A revisão bibliográfica tratou de gestão universitária, gestão da extensão, qualidade no ensino superior, concepções, história da extensão, legislação pertinente e a importância da língua estrangeira para a internacionalização na educação superior. Os instrumentos para a construção dos dados foram: a pesquisa bibliográfica, a observação participante, a análise documental, questionários semiabertos on-line e entrevistas semiestruturadas. Os participantes da pesquisa foram alunos, tutores e gestores acadêmicos dos cursos de extensão em língua estrangeira do DLEM e gestores universitários da UFSM. O tratamento dos dados foi realizado através da técnica de análise de conteúdo. Os resultados comprovaram o interesse da comunidade acadêmica e externa na institucionalização dos cursos de extensão em línguas estrangeiras na UFSM. Como produto desta pesquisa, aponta-se indicadores de qualidade para a criação de uma unidade administrativa para o ensino de idiomas: no campo da gestão e suas políticas - a formação de uma equipe gestora e pedagógica capacitada em gestão acadêmica e que atue com base na gestão democrática, o apoio institucional e a elaboração de uma política linguística para a UFSM, no sentido de fortalecer o processo de internacionalização; em relação à infraestrutura – dotação orçamentária, espaço físico próprio ou maior disposição de salas de aula para os cursos, aquisição de novos equipamentos e inclusão de novos servidores. Ainda, no quesito relação comunidade-universidade, o desafio é ampliar a oferta dos cursos de idiomas para a comunidade interna e externa, bem como as opções de línguas estrangeiras; em relação ao plano pedagógico, os participantes consideraram fundamental: a capacitação didáticopedagógica dos tutores, a interação harmoniosa entre tutores e alunos, currículo que contemple atividades culturais, material didático de excelência e avaliação formativa com feedback aos alunos e; quanto à produção acadêmica e materiais didáticos dos cursos, sugere-se ampliar a divulgação.
