Resumo: The present dissertation is being developed by the Postgraduate Program in Professional and Technological Education, Academic Master's Course in Professional and Technological Education, from the Industrial Technical College of Santa Maria (CTISM), an integral unit of the Federal University of Santa Maria (UFSM). Through it, it is intended, based on bibliographical research and documentary analysis, to reflect on the national and international historical process that stimulated the implementation of technical education at the UFSM. It will start from the principle of the correlation of historical facts, based on authors of historical-dialectical materialism, to establish reflections on the historical framework that influenced the implementation of technical education in the scope of UFSM, the first Federal University installed in the interior of Rio Grande do Sul state, as well as comparing this line of thought with other researchers representing other research lines. The 1950s and 1960s were marked by the reordering of the capitalist productive model. This was at the time when Brazil began to feel the effects of the so-called "Green Revolution", which occurred in the second half of the twentieth century, established new parameters for world agricultural production, based on the high mechanization of crops, application of pesticides seeds and the use of new cultivation techniques. It was also in this context of polarization of the "Cold War," that Brazil effectively defined its role in the face of the new demands of capitalism, for example the "MEC-USAID" agreement and the establishment of new educational guidelines. This was also the period of implementation of the civil-military dictatorship whose governments articulated the mechanisms for the new relations between capital and labor. This research intends to reflect on this complex historical moment, seeking to (re)signify the context of the implantation of the professional technical education of average level in UFSM in the light of historical materialism. education of average level in UFSM in the light of historical materialism.

Através dele pretende-se, com base em pesquisas bibliográficas e análises documentais, refletir sobre o processo histórico nacional e internacional que estimulou a implantação do ensino técnico na UFSM. Partir-se-á do princípio da correlação dos fatos históricos, com base em autores do materialismo histórico-dialético, para estabelecer reflexões sobre o quadro histórico que influiu na implementação do ensino técnico no âmbito da UFSM, a primeira universidade federal instalada do interior do Rio Grande do Sul, bem como, cotejando essa linha de pensamento com outros pensadores representantes de outras linhas. As décadas de 1950 e 1960 foram marcadas pela reordenação do modelo produtivo capitalista. Essa foi à época em que o Brasil começou a sentir os efeitos da chamada “Revolução Verde”, ocorrida na segunda metade do século XX, a qual estabeleceu novos parâmetros para a produção agrícola mundial, a partir da alta mecanização das lavouras, aplicação de defensivos agrícolas, sementes e o emprego de novas técnicas de cultivo. Foi também nesse contexto de polarização da “Guerra Fria”, que o Brasil efetivamente definiu seu papel frente às novas demandas do capitalismo, do que decorreu, por exemplo, o convênio “MEC-USAID” e o estabelecimento de novas diretrizes educacionais. Este foi ainda, o período de implantação da ditadura civil-militar cujos governos articularam os mecanismos para as novas relações entre capital e trabalho.
