Cooperação na fronteira entre Brasil e Uruguai: o caso dos cursos técnicos binacionais

Resumo: The present thesis is about regional integration policies at national borders and, more specifically, the cooperation between Brazil and Uruguay in the area of professional education. For this case study, the institutional partnership established between the Federal Institute of Education, Science and Technology of Rio Grande do Sul and the Council Of Professional Technical Education of Uruguay. As a general objective, we aim to contribute to understanding of regional integration policies of borders and, in this way, we defined four specific objectives: i) recognize the social representation, elaborated by the local actors, on the border between Santana do Livramento and Rivera; ii) to check if the border interaction environment configures as a spatial support for the construction of an identity specific to that territory; iii) to understand the institution process of the binational policy of professional education between Brazil and Uruguay, and iv) to identify the constitutive elements of binationality as a formative proposal and the institutional effectiveness in its promotion. Based on the studies of Geography, as well different areas of Social Sciences, we establish the frontier as a structural concept and the territory as a concept articulator, so then, we can apply the concept of territoriality in a triad that supports the relationships we propose. As for the method, we perceive it was guided for the Complex Thought, in which we operate an eminently qualitative analysis, focused through a case study, which were analytical tools through the Social Representation Theory and textual Analysis Discoursive. Through the articulation of different instruments, techniques and methodologies, we had access to phenomenon and representations that relate to the particular way of understanding and communicating of the interlocutors this study and, therefore, they express the specific nature of the universe to which they belong and result. However, based on experience, empirical observation, the crossing between the data produced and the attentive and thorough record of all the operated choices and procedures, it was possible to carry out an analysis that allows establishing a relationship between the internal and external logic of that territory, conceiving an organization capable of contextualizing and globalizing what is unique.

Para esto, se definió como estudio de caso la alianza institucional entre el Instituto Federal de Educación, Ciencia y Tecnología del Rio Grande do Sul y el Consejo de Educación Técnico Profesional - Universidad del Trabajo del Uruguay. Como objetivo general, pretendemos contribuir al entendimiento de las políticas de integración regional en las fronteras y, en este sentido, hemos definido cuatro objetivos específicos: i) reconocer la representación social, elaborada por los actores locales, de la frontera entre Santana do Livramento y Rivera; ii) verificar si el ambiente de interacción fronteriza se configura como un soporte espacial para la construcción de una identidad propia de ese territorio; iii) comprender el proceso de institución de la política binacional de educación profesional entre Brasil y Uruguay; y iv) identificar los elementos constitutivos de la binacionalidad como propuesta formativa y la efectividad institucional en su promoción. Apoyados en el marco teórico de la Geografía, así como em otros estúdios realizados en diferentes áreas de las Ciencias Sociales, establecimos la frontera como concepto estructurante y el territorio como concepto articulador para así aplicar el concepto de territorialidad en una tríada que sustenta las relaciones propuestas. Cuanto al método, ló percibimos como um camino guiado a la luz del Pensamiento Complejo, donde operamos un análisis eminentemente cualitativo, enfocado a través de un estudio de caso, cuyas herramientas analíticas son Teoría de las Representaciones Sociales y el Análisis Textual Discursivo. Através de la articulación de diferentes instrumentos, técnicas y metodologías, tuviemos acceso a fenómenos y representaciones que se relacionan con la forma particular de comprender y comunicar a los actores tomados como interlocutores en este estudio y, por tanto, expresan la naturaleza específica del universo al cual pertenecem y resultan. Sin embargo, a partir de la experiencia, de la observación empírica, del cruce entre los datos producidos y del registro atento y detallado de todas las opciones y procedimientos operados, fue posible realizar un análisis que permite establecer una relación entre la lógica interna y externa de ese territorio, concibiendo una organización capaz de contextualizar y globalizar lo que es únicoA presente tese trata das políticas de integração regional em fronteiras e, mais especificamente, da cooperação entre o Brasil e o Uruguai, na área da educação profissional. Para tanto definiu-se como estudo de caso a parceria institucional firmada entre o Instituto Federal de Educação, Ciência e Tecnologia Sul-rio-grandense e o Consejo de Educación Técnico Profesional – Universidad del Trabajo del Uruguay. Como objetivo geral, almejamos contribuir na compreensão das políticas de integração regional em fronteiras e, nesse sentido, definimos quatro objetivos específicos: i) reconhecer a representação social, elaborada pelos atores locais, da fronteira entre Santana do Livramento e Rivera; ii) verificar se o ambiente de interação fronteiriço se configura como suporte espacial para a construção de uma identidade própria àquele território; iii) compreender o processo de instituição da política binacional de educação profissional entre o Brasil e o Uruguai e iv) identificar os elementos constitutivos da binacionalidade como proposta formativa e a efetividade institucional na sua promoção. Amparados pelo arcabouço teórico da Geografia, assim como em estudos realizados em diferentes áreas das Ciências Sociais, firmamos a fronteira como conceito estruturante e o território como conceito articulador para, então, aplicarmos o conceito de territorialidade numa tríade que sustente as relações que propomos. Quanto ao método, percebemo-lo como um caminho guiado sob a luz do Pensamento Complexo, no qual operamos uma análise eminentemente qualitativa, focalizada por meio de um estudo de caso, cujas ferramentas analíticas são a Teoria das Representações Sociais e a Análise Textual Discursiva. Por meio da articulação de diferentes instrumentos, técnicas e metodologias, tivemos acesso a fenômenos e a representações que se relacionam ao modo particular de compreender e de comunicar dos atores tomados como interlocutores deste estudo e, portanto, expressam a natureza específica do universo ao qual eles pertencem e do qual resultam.
