Resumo: The aim of this study was to analyze the competitiveness of Rio Grande do Sul agribusiness exports of tobacco, soybeans and meat, in relation to China and the European Union over the period of 2001 to 2012. For this, it was used the Constant Market Share Model (CMS) to identify the main factors that contributed to the competitiveness of the Rio Grande do Sul exports of tobacco, soybeans and meat, as well, it was calculated the indices of the Comparative Advantages Revealed, of the Regional Orientation, Coverage and Frequency, to evaluate the behavior and to analyze then trends in directing of these exports, and, to quantify the effects of non-tariff barriers imposed by major destination markets: the European Union, China and Russia. The data used for calculating the Constant-Market-Share model and the indices of Comparative Advantages Revealed, of Regional Orientation, of Coverage and frequency, were collected from the System Analysis of Foreign Trade Information (ALICE), from the Department of Foreign Trade (SECEX), from the United Nations Commodity Trade Statistics Data base (UnComtrade), and from the World Trade Organization (WTO). Regarding to the sources of growth, for tobacco, as for soybeans and meats, the results indicated that the effect of growth of world trade was the largest contributor to exports in the first period. For tobacco and meat, this effect remained predominant in the second period, while for soybeans the effect that contributed most was the destination of exports. The Rio Grande do Sul State presented the Comparative Advantages Revealed and / or competitiveness for tobacco, as for soybeans and meats. The exportation of tobacco is oriented towards the European Union and China, the soybeans to China and the meat to Russia. China and the European Union (EU), both imposed restrictions on trade in tobacco and soybeans, but in the case of tobacco, China was more restrictive than the EU, and in the case of soybeans, the EU was more restrictive than the China. Regarding to meats, Russia has not issued any notification during the period, while the EU has had a high protection degree.

Para isso, foi utilizado o Modelo Constant Market Share (CMS) a fim de identificar os principais fatores que contribuíram para a competitividade das exportações gaúchas de fumo, soja em grão e carnes, bem como, foram calculados os Índices de Vantagens Comparativas Reveladas, de Orientação Regional, de Cobertura e de Frequência, para avaliar o comportamento e analisar a tendência de orientação dessas exportações, e, quantificar os efeitos das barreiras não tarifárias impostas pelos principais mercados de destino, União Europeia, China e Rússia. Os dados utilizados para o cálculo do modelo Constant-Market-Share e dos Índices de Vantagens Comparativas Reveladas, Orientação Regional, de Cobertura e de Frequência, foram coletados junto ao Sistema de Análise das Informações de Comércio Exterior (ALICE), à Secretária de Comércio Exterior (SECEX), ao United Nations Commodity Trade Statistics Data base (UnComtrade), e junto à Organização Mundial do Comércio (OMC). No que tange às fontes de crescimento, tanto para o fumo, como para a soja em grão e as carnes, os resultados indicaram que o efeito crescimento do comércio mundial foi o que mais contribuiu para as exportações no primeiro período, sendo que, para o fumo e as carnes, este efeito continuou preponderante no segundo período, enquanto que para a soja em grão o efeito que mais contribuiu foi o destino das exportações. O Rio Grande do Sul apresentou Vantagens Comparativas Reveladas e/ou competitividade tanto para o fumo, como para a soja em grão e as carnes. A exportação do fumo está orientada para a União Europeia e China, a da soja em grão para a China e a das carnes para a Rússia. A China e a União Europeia, ambas impuseram restrições ao comércio de fumo e de soja em grão, porém, no caso do fumo, a China foi mais restritiva que a UE, e no caso da soja em grão, a UE foi mais restritiva que a China.
