The collectors recyclable materials and its struggle for social inclusion and recognition in the period 1980-2013

Resumo: The present study aimed to analyze the history of the struggle of collectors of recyclable materials for social inclusion and recognition in Brazil from 1980 to 2013, seeking identify possible gaps and advances prevailing. This is a documentary research, whose data were obtained from books (06), dissertations (03), theses (04), articles published in journals 14) events (06) and official data, all interdisciplinary bias. It was found that the struggle of recyclable materials brought advances, especially since started to organize themselves into a cooperative or association. The organization initiated the strengthening of these workers as a national movement and the construction of their identity with the government and society. Among the achievements reached stand out: the creation of the National Forum on Waste and Citizenship (1998); the completion of the First National Congress of Collectors of Paper, which occurred in Belo Horizonte (1999); the National Movement of Collectors of Recyclable Materials-MNCR (2001); recognition of the profession of recyclable materials incorporated into the Brazilian Classification of Occupation (2002); its inclusion among the principles and objectives of the National Policy on Solid Waste (2010) and the Pro-collector Program (2010). The identified achievements were not enough to assure collectors of recyclable materials dignified living conditions. The inclusion of recyclable materials comprises one of the strengths of Law 12.305/10, to recognize these professionals as essential agents to integrated solid waste management. It is essential that public policies directed to collect recyclable materials, can be applied, to ensure can be effectively implemented, working conditions and decent living these professionals, who are primarily responsible for mitigating the pressure on natural resources by preventing these turn into garbage and facilitate the return of the raw material to the production sector, mainly by reducing the waste of energy and matter. Urgent are also other policies as or complement the National Solid Waste Policy, especially with regard to education, because this variable is a limiting factor in achieving the organization and duties of these professionals

Constatou-se que a luta dos catadores de materiais recicláveis provocou avanços, principalmente depois que passaram a se organizar em cooperativa ou associação. A organização desencadeou o fortalecimento desses trabalhadores enquanto movimento nacional e a construção de sua identidade perante o governo e a sociedade. Entre as conquistas alcançadas destacam-se: a criação do Fórum Nacional de Lixo e Cidadania (1998);  a realização do I Congresso Nacional dos Catadores de Papel, ocorrido em Belo Horizonte (1999); o Movimento Nacional dos Catadores de Materiais Recicláveis- MNCR (2001); o reconhecimento da profissão de catadores de materiais recicláveis incorporada  à  Classificação Brasileira de Ocupação (2002); a sua inserção dentre os princípios e objetivos da  Política Nacional de Resíduos Sólidos (2010) e o Programa Pró-catador (2010).  As conquistas identificadas não foram suficientes para garantir aos catadores de materiais recicláveis condições de vida digna. A inclusão social dos catadores de matérias recicláveis compreende um dos pontos fortes da Lei 12.305/10  por reconhecer estes profissionais como agentes imprescindíveis à gestão integrada de resíduos sólidos. É fundamental que as políticas públicas direcionadas aos catadores de materiais recicláveis, possam ser aplicadas, de forma a garantir condições de trabalho e de vida dignas destes profissionais, os quais são os principais responsáveis pela mitigação da pressão sobre os recursos naturais,  ao  evitar que estes se transformem em lixo e ao favorecer o retorno da matéria-prima  ao setor produtivo, reduzindo-se essencialmente, o desperdício de matéria e energia.
