Municipal financial incentives visiting environmental protection: analysis of the experience in Ouro Preto, MG

Resumo: An important instrument of environmental management in the category of economic instruments is embodied in the so called municipal financial incentives. They aim to stimulate the population to reduce the consumption of natural resources and energy, aiming to minimize local environmental impacts, granting, among other benefits, discounts on the Urban Property Tax (IPTU) for property owners who adopt sustainability actions. environmental. In this context, this study evaluated the participation of the population in the program “Quem Preserva Paga Menos”, established by Complementary Law Nº 113, 27 of December, 2011 in the municipality of Ouro Preto - MG. The work consisted in evaluating through semi-structured interviews the knowledge of such economic-environmental incentive by the Ouropretana population and the participation of local property owners in the interest and use of the municipal environmental incentive. To this end, 200 questionnaires were applied and applications for participation in the Program filed with the Municipal Secretariat of Environment of the Ouro Preto City. (SEMMA-OP) were studied. The survey results showed that although the program has been in operation for more than seven years, about 69% of respondents do not know this type of local financial-environmental incentive, while of the portion that knows the instrument (31%), only 27% participate in the program, seeking to achieve discounts on property tax by adopting sustainable measures involving rainwater harvesting, solar heating systems and photovoltaic power generation and participation in the selective collection of domestic solid waste. The data reveal lack of knowledge of the program because there are mainly weaknesses regarding its dissemination within the population of Ouro Preto.

Eles objetivam estimular a população a reduzir o consumo dos recursos naturais e energia, visando minimizar os impactos ambientais locais, concedendo, dentre outros benefícios, descontos no Imposto Predial e Territorial Urbano (IPTU) para proprietários de imóveis que adotam ações de sustentabilidade ambiental. Neste contexto, este estudo avaliou a participação da população no programa “Quem preserva paga menos”, estabelecido pela Lei Complementar Nº 113, de 27 de dezembro de 2011, do município de Ouro Preto – MG. O trabalho avaliou por meio de entrevistas semi-estruturadas o conhecimento de tal incentivo pela população ouropretana. Para tanto, foram aplicados 200 questionários e estudados requerimentos de solicitação para participação no Programa arquivados na Secretaria Municipal de Meio Ambiente da Prefeitura (SEMMA-OP). Os resultados da pesquisa mostraram que, apesar do programa já ter mais de sete anos de funcionamento, cerca de 69% dos entrevistados não conhecem esse tipo de incentivo financeiro-ambiental local, enquanto que, da parcela que conhece o instrumento (31%), apenas 27% participam.
