Resumo: This article aims a documental and a bibliographic research, as well discuss the possible implications of World Development Report in 2017: Governance and the Law – overview from World Bank in Educational and Schoolar management. The elements to effective implementation of Public Policies might be learned by governance, efficiency, effective, productivity, accountability and development concepts. Based in these concepts, the State partially fulfils his social function according with the organizational modus operandi stablished by international organisms like the World Bank.

Los elementos para la aplicación efectiva de las Políticas Públicas pueden ser comprendidos por medio de los conceptos de gobernanza, eficiencia, eficacia, productividad, responsabilización y desarrollo sostenible. Basado en estos conceptos, en parte, el Estado cumple con su función social conforme el modus operandi del sistema de organización establecido por los organismos internacionales, como el Banco Mundial.Este artigo tem o propósito de, a partir de pesquisa bibliográfica e documental, discutir as possíveis implicações do Relatório de Desenvolvimento Mundial 2017: Governança e a Lei – visão geral, do Banco Mundial, na gestão educacional e escolar. Os elementos para a implementação eficaz das Políticas Públicas podem ser apreendidos por meio dos conceitos de governança, eficiência, eficácia, produtividade, responsabilização e desenvolvimento.
