Resumo: | This article presents research results that aimed to analyze the relationship between public governance of federal universities and their respective academic performance. The underlying hypothesis is that good governance practices result in better institutional performance which, in the case of public universities, concerns the increase in the graduation success rate, that is, in the proportion of students who complete the course within the standard duration. Although some studies indicate the existence of such a causal relationship, the results presented here contradict them and suggest that the lack of internal consistency of some constructs can lead to the conclusion about the existence of causal relationships. The database used here comes from two official sources: the governance indicators of the Federal Court of Auditors, contained in the public governance and management profile - 2018 cycle, and the academic performance indicators of universities, also referred to 2018, obtained from the Monitoring, Execution and Control System - Simec. In addition to these institutional indicators, the following were also considered the institutional performance and effort and the poverty index of the respective Federation Unit. The results indicate that there is no direct relationship between the TCU's good governance practices index and the institutions' academic performance, which is why it is believed that there is a need to adapt the instrument used to the reality of Brazilian federal universities. |

A hipótese subjacente é que boas práticas de governança resultem em melhor desempenho institucional que, no caso das universidades públicas, diz respeito ao aumento da taxa de sucesso na graduação, ou seja, da proporção de alunos que concluem o curso dentro da duração padrão. Apesar de alguns estudos indicarem a existência de tal relação de causalidade, os resultados aqui apresentados os contradizem e sugerem que a falta de consistência interna de alguns construtos pode levar a concluir sobre a existência de relações causais. A base de dados aqui utilizadas são provenientes de duas fontes oficiais: os indicadores de governança do Tribunal de Contas da União, contidos no perfil de governança e gestão públicas - ciclo 2018, e os indicadores de desempenho acadêmico das universidades, também referidos a 2018, obtidos no Sistema de Monitoramento, Execução e Controle - Simec. Além desses indicadores institucionais, também foram considerados o desempenho e esforço institucional e o índice de pobreza da respectiva Unidade da Federação.
