Support services for school inclusion and the constitution of differential normalities

Resumo: This paper discusses the way in which distinct normalities are constituted in subjects with disabilities, considering the practices of support services for school inclusion. In order to do that, public policies that were in force from 1990 to 2015 were analyzed. These policies determined part of the conditions to achieve school inclusion in Brazil, and they are related to the establishment of support services regarded as necessary to attain it. The theoretical-methodological tool of normalization was used to analyze the research files, based on the field of Foucauldian studies in Education. The analytical exercises have pointed out practices of constitution of curves of differential normalities that fragment the individual with disability into small diagnosis curves. The process of fragmentation of the subject with disability carried out by different professionals enables far more than the disability identification. This process of fragmentation operates the indication of small normalities that constitute that subject. Hence, a varied range of expressions of disability are naturalized, thus contributing to decrease the impacts on the lives of the subjects that have them.

Para esto, fueron analizadas políticas públicas, en vigencia desde 1990 hasta 2015, que determinaron parte de las condiciones para la realización de la inclusión escolar en Brasil y que hacen referencia al establecimiento de servicios de apoyo considerados necesarios para hacerla efectiva. Se utilizó la herramienta teórico-metodológica de la normalización para los análisis del archivo de la investigación, con base en el campo de los Estudios Foucaultianos en Educación. Los ejercicios analíticos apuntan a las prácticas de constitución de curvas de normalidades diferentes que fragmentan al individuo con deficiencia en pequeñas curvas de diagnóstico. El proceso de fragmentación del sujeto con deficiencia, efectivizado por diferentes profesionales, permite mucho más que la identificación de la deficiencia. Este proceso efectiviza la indicación de pequeñas normalidades que constituyen a ese sujeto. De esta manera, se vuelven naturales varias expresiones de deficiencia, contribuyendo para atenuar los impactos en la vida de los sujetos que las poseen.O presente artigo discute como distintas normalidades são constituídas nos sujeitos com deficiência a partir das práticas de serviços de apoio à inclusão escolar. Para tanto, foram analisadas políticas públicas, em vigor de 1990 até 2015, que determinaram parte das condições para a realização da inclusão escolar no Brasil e que fazem referência ao estabelecimento de serviços de apoio considerados necessários para efetivá-la. Utilizou-se a ferramenta teórico-metodológica da normalização para as análises do arquivo de pesquisa, ancoradas no campo dos Estudos Foucaultianos em Educação. Os exercícios analíticos apontam para práticas de constituição de curvas de normalidades diferenciais que fragmentam o indivíduo com deficiência em pequenas curvas diagnósticas. O processo de fragmentação do sujeito com deficiência, efetivado por diferentes profissionais, permite muito mais que a identificação da deficiência. Este processo de fragmentação efetiva a indicação de pequenas normalidades que constituem esse sujeito.
