Resumo: One of the topics discussed for decades is the issue of sustainability and environmental issues. For Sachs (2009) concerns about changing thinking and raising awareness about the limitation of “nature” capital and the dangers arising from aggressions to the environment are recent. However, despite these discussions being lengthy and controversial, as they interfere with the economy, mainly in industrialized countries, they had some evolution in the 60's and 70's. with sustainability, because the logic that still seems to prevail is the economic one (ZUCATTO, 2009). Thus, when re (thinking) sustainability, it is important to take a systemic look at the eight dimensions of sustainability (social, cultural, ecological, environmental, territorial, economic, national and international policy) proposed by Sachs (2009), as they are interdependent, any impact on one will reflect on the other dimensions and vice versa (ZUCATTO, 2009). Furthermore, understanding how the co-production of the public good permeates these dimensions makes it possible to verify social participation in topics such as sustainability. For Salm (2014) the co-production of the public good requires social participation in the sharing of responsibilities and production of public goods and services, with practices and values consistent with human multidimensionality and the sustainability of the biosphere. In this work, the public good was considered equivalent to sustainability. For Bobbio, Matteucci and Pasquino (1998) the public good is the search for the natural happiness of the collectivity, that is, a political value linked to ethics and morals. When public services have these characteristics, they can be considered part of the public good (SOUZA, 2015). Thus, the general objective of this dissertation was to identify the challenges in the process of elaborating the Sustainable Logistics Plan (PLS) at the Federal University of Pampa (UNIPAMPA). The PLS is a planning tool, which aims to establish sustainable practices and promote people's awareness. As for the methodology, the research was qualitative and in the content analysis, analysis categories were used – Sustainability and Co-production. In the results, it was found that 7 of the 8 dimensions were evidenced in the PLS. The dimension - International Policy was not identified, but it appears indirectly, since this dimension permeates the PLS, as it dialogues with the UN's sustainable development goals (SDGs) (MAPA, 2019). As for co-production, there was no social participation in the constitution of the PLS implementation commission, so it was not possible to fit into one of the typologies of co-production of the public good. Furthermore, the institution's campuses did not participate in the process, remaining only within the scope of the Rectory. This phenomenon can be identified as neo-institutionalism, which aims to meet the regulatory framework, from a Strategic Management perspective. In view of this, it should be noted that the Covid 19 pandemic greatly limited the mobilization of people in social phenomena and processes. Finally, it is suggested that social participation can receive more and more attention from the Institution in the construction and provision of public services, especially in actions aimed at encouraging and disseminating sustainable practices such as the PLS.

Finally, it is suggested that social participation can receive more and more attention from the Institution in the construction and provision of public services, especially in actions aimed at encouraging and disseminating sustainable practices such as the PLS.Um dos assuntos discutidos, há décadas, é a questão da sustentabilidade e as problemáticas ambientais. Para Sachs (2009) as preocupações com a mudança de pensamento e a conscientização sobre a limitação do capital “natureza” e dos perigos decorrentes das agressões ao meio ambiente, são recentes. No entanto, apesar dessas discussões serem morosas e polêmicas, pois interfere na economia, principalmente dos países industrializados, elas tiveram certa evolução nas décadas de 60 e 70. Contudo, ainda, há necessidade do engajamento dos países, apesar de ser complicado adotar um comprometimento com a sustentabilidade, pois a lógica que ainda parece prevalecer é a econômica (ZUCATTO, 2009). Dessa forma, quando se re (pensa) a sustentabilidade, é importante olhar sistêmico para as oito dimensões da sustentabilidade (social, cultural, ecológica, ambiental, territorial, econômica, política nacional e política internacional) propostas por Sachs (2009), pois elas são interdependentes, qualquer impacto em uma refletirá nas demais dimensões e vice-versa (ZUCATTO, 2009). Além disso, entender como a coprodução do bem público permeia essas dimensões, possibilita verificar a participação social em temas como sustentabilidade. Para Salm (2014) a coprodução do bem público requer a participação social no compartilhamento de responsabilidades e produção dos bens e serviços públicos, com práticas e valores coerentes com a multidimensionalidade humana e a sustentabilidade da biosfera. Neste trabalho, o bem público foi considerando equivalente à sustentabilidade. Para Bobbio, Matteucci e Pasquino (1998) o bem público é a busca da felicidade natural da coletividade, ou seja, um valor político ligado à ética e à moral. Quando os serviços públicos possuírem essas características, podem ser considerados parte do bem público (SOUZA, 2015). Assim, o objetivo geral desta dissertação foi identificar quais os desafios no processo de elaboração do Plano de Logística Sustentável (PLS) na Universidade Federal do Pampa (UNIPAMPA). O PLS é uma ferramenta de planejamento, que visa estabelecer práticas sustentáveis e promover a conscientização das pessoas. Quanto à metodologia, a pesquisa foi qualitativa e na análise de conteúdo, utilizou-se categorias de análise – Sustentabilidade e Coprodução. Nos resultados, verificou-se que das 8 dimensões 7 foram evidenciadas no PLS. Não se identificou a dimensão – Política Internacional, porém de forma indireta ela aparece, visto que essa dimensão permeia o PLS, pois dialoga com os objetivos do desenvolvimento sustentável (ODS) da ONU (MAPA, 2019). Quanto à coprodução, não houve participação social na constituição da comissão de implantação do PLS assim não foi possível enquadrar em uma das tipologias de coprodução do bem público. E ainda, os campi da instituição não participaram do processo, ficando apenas no âmbito da Reitoria. Esse fenômeno pode ser identificado como neoinstitucionalismo, na qual visa atender o marco regulatório, numa perspectiva de Gestão Estratégica. Diante disso, salienta-se que a pandemia Covid 19 limitou, e muito, a mobilização das pessoas nos fenômenos e nos processos sociais. Por fim, sugere-se que a participação social possa receber cada vez mais atenção por parte da Instituição na construção e prestação dos serviços públicos, principalmente em ações voltadas a incentivar e disseminar práticas sustentáveis como o PLS.porUniversidade Federal de Santa MariaCentro de Ciências Sociais e HumanasPrograma de Pós-Graduação em Gestão de Organizações PúblicasUFSMBrasilAdministração PúblicaAttribution-NonCommercial-NoDerivatives 4.0 Internationalhttp://creativecommons.org/licenses/by-nc-nd/4.0/info:eu-repo/semantics/openAccessCoprodução do bem públicoDimensões da sustentabilidadePlano de logística sustentávelSustentabilidadeUniversidadeCo-production of the public goodDimensions of sustainabilitySustainable logistics planSustainabilityUniversityCNPQ::CIENCIAS SOCIAIS APLICADAS::ADMINISTRACAO::ADMINISTRACAO PUBLICAOs desafios para elaboração do plano de logística sustentável: um estudo de caso em uma universidade públicaThe challenges for developing a sustainable logistics plan: a case study in a public universityinfo:eu-repo/semantics/publishedVersioninfo:eu-repo/semantics/masterThesisZucatto, Luís Carloshttp://lattes.cnpq.br/9128987043195154Grohmann, Márcia ZampieriNascimento, Luis Felipe Machado dohttp://lattes.cnpq.br/9350037548348580Fagundes, Aline Daiane Gonçales600200200009600600600600600cf432152-a798-45bd-8098-789c3559d50ef5b7a6e9-d0cd-42bc-b03e-925999a1c07dd61dd7ca-ee78-4e0f-9a59-d1f47811d1c7664c9025-da5c-4e6e-97c0-1172d37b3d54reponame:Biblioteca Digital de Teses e Dissertações do UFSMinstname:Universidade Federal de Santa Maria (UFSM)instacron:UFSMORIGINALDIS_PPGGOP_2022_FAGUNDES_ALINE.pdfDIS_PPGGOP_2022_FAGUNDES_ALINE.pdfDissertaçãoapplication/pdf1413944http://repositorio.ufsm.br/bitstream/1/26749/1/DIS_PPGGOP_2022_FAGUNDES_ALINE.pdfa1dacdcc3dd7a8314429891517f05ccfMD51LICENSElicense.txtlicense.txttext/plain;
