Midiatização na tríplice fronteira BRA-COL-PE: análise semiótica material de um portal local

Resumo: Abstract: Generally stigmatized in the international news, addressed in agendas such as deforestation, indigenous genocide and the voracious appropriation of their wealth, news coverage from a local perspective in Amazonian cities struggles against the condition of a news desert. This dissertation elaborates a path of investigation that studies the possibilities of local communication invested with digital skills. Through the theoretical-methodological approach of material semiotics, it investigates how municipalities located on the triple border Brazil - Colombia - Peru seek to overcome the National Security ideology of their respective national states and build a sense of transnational community. The analysis of actors, actants, audience and activities (LEWIS; WESTLUND, 2015; 2016) allows knowing the guiding aspects of a media ecology technically linked to an external and culturally idiosyncratic order. Its news efforts seek to overcome the treatment of flow space in favor of local space. What does the Amazon represent to the world? What is the importance of producing and circulating reliable information about the Amazon region? The emergence of platforms and the wide circulation of related information content has put the veracity of the news to the test. These are questions that arise through the work carried out in the last two decades by Portal Tabatinga in the region, the analysis of this mediatic societal organization is suggestive of the conditions of platformization. The selection of the corpus allowed the mixing of hybrid information from the news about the exploration of lush nature and the festive overflow of its inhabitants in transnational meetings. The months from June to September 2022 were analyzed, a period of time that involves the silencing of the murders of the British journalist Dom Phillips and the Brazilian indigenist Bruno Pereira, and when the celebrations of the Festival of the Amazon Confraternity and the International Festival of Tribes of the Alto Solimões (Festisol), events whose festivities are of great importance in the local calendar. The result pointed to the cross-border dimension of the unofficial portal activities as a practice of paradiplomacy, underlying soft power, cultural colonialism and Brazilian sub-imperialism. The portal's newsworthiness is a formal practice of brand nationalism.

Esta dissertação elabora um caminho de investigação que estuda as possibilidades de comunicação local investida de habilidades digitais. Através da abordagem teórico-metodológica da semiótica material, investiga-se como os municípios localizados na tríplice fronteira Brasil - Colômbia - Peru buscam superar a ideologia de Segurança Nacional de seus respectivos estados nacionais e construir um senso de comunidade transnacional. A análise de atores, actantes, audiência e atividades (LEWIS, WESTLUND, 2015; 2016) permite conhecer os aspectos norteadores de uma ecologia midiática tecnicamente ligada a uma ordem externa e culturalmente idiossincrática. Seus esforços noticiosos buscam superar o tratamento do espaço de fluxo em favor do espaço local. O que a Amazônia representa para o mundo? Qual a importância da produção e circulação de informações confiáveis sobre a região amazônica? O surgimento das plataformas e a ampla circulação de conteúdos informativos relacionados colocou à prova a veracidade da notícia. São questionamentos que despontam através do trabalho realizado nas últimas duas décadas pelo Portal Tabatinga na região, a análise desta organização societal midiática é sugestiva das condições de plataformização. A seleção do corpus permitiu a mescla de informação híbrida das notícias sobre a exploração da natureza luxuriante e o transbordamento festivo de seus habitantes em encontros transnacionais. Foram analisados os meses de junho a setembro de 2022, período de tempo que envolve o silenciamento dos assassinatos do jornalista britânico Dom Phillips e do indigenista brasileiro Bruno Pereira, e quando também ocorrem as celebrações do Festival da Confraternidade Amazônica e o Festival Internacional de Tribos do Alto Solimões (Festisol), eventos cujas festividades têm grande importância no calendário local. O resultado apontou a dimensão transfronteiriça das atividades do portal com caráter oficioso como prática de paradiplomacia, com vistas ao soft power, colonialismo cultural e subimperialismo brasileiro.
