Direito à cidade na era das smart cities: desafios ao planejamento urbano inclusivo no Brasil a partir da compreensão da realidade de São Paulo/SP

Resumo: Smart cities have been a growing topic of debate today, seeking an alignment between information and communication technologies and urbanism as a way to solve existing urban problems. This scenario of innovation and entrepreneurship in cities implies the need to question the means and ways of implementing such changes and the population affected by them. For this reason, the present dissertation aimed to analyze whether the smart city project currently existing in São Paulo/SP has the infrastructure to meet the urban and technological social function in the face of the demands of socially and digitally excluded citizens, as well as the limits and possibilities for public policies and private initiatives to make urban technology accessible to the entire population and socially referenced. The case study was delimited in São Paulo/SP because it is the largest Brazilian metropolis and because it was elected the smartest city in Brazil in the year 2020, using it as a representative model and parameter for the other cities in this theme. From this general understanding, the history of urban and technological growth was presented, as well as its influence on the advent of smart cities, from the economic perspective of technological application in the urban context. In a second moment, the social and urban demands of socially and digitally excluded citizens in Brazilian urban peripheries were analyzed, emphasizing the urban social function as one of the necessary elements for the smart city, in addition to highlighting limits and possibilities of public policies and private initiatives. to make urban technology accessible and socially referenced. Afterwards, it was analyzed whether the current smart city model existing in São Paulo/SP meets the urban and technological social function, from the perspective of the right to the city, from a survey of data available on selected sites. The dissertation was elaborated through the use of the dialectical approach, of the monographic procedures. comparative and case study, and bibliographic and documentary research techniques. As a result of the research, it was concluded that the fulfillment of the urban and technological social function by São Paulo/SP is partial for now, given a planning that prioritizes only part of the population, concerned more with improving existing structures than creating alternatives. to overcome the lack of urban services in marginalized areas.

Esse cenário de inovação e empreendedorismo nas cidades implica na necessidade de problematização dos meios e modos de implementação de tais mudanças e da população atingida por elas. Por essa razão, a presente dissertação teve o objetivo de analisar se o projeto de cidade inteligente atualmente existente em São Paulo/SP tem infraestrutura para atender a função social urbana e tecnológica em face das demandas de cidadãos excluídos social e digitalmente, bem como os limites e possibilidades de políticas públicas e iniciativas privadas para tornar a tecnologia urbana acessível a toda a população e socialmente referenciada. Foi delimitado o estudo de caso em São Paulo/SP por ser a maior metrópole brasileira e por ter sido eleita a cidade mais inteligente do Brasil no ano de 2020 , utilizando-a como modelo representativo e parâmetro para as demais cidades nesse tema. A partir dessa compreensão geral, apresentou-se o histórico do crescimento urbano e tecnológico, bem como a influência deste no advento das cidades inteligentes, sob a perspectiva econômica da aplicação tecnológica no âmbito urbano. Em um segundo momento, foram analisadas as demandas sociais e urbanas de cidadãos excluídos social e digitalmente nas periferias urbanas brasileiras, enfatizando a função social urbana como um dos elementos necessários para a cidade inteligente, além de destacar limites e possibilidades de políticas públicas e iniciativas privadas para tornar a tecnologia urbana acessível e socialmente referenciada. Após, analisou-se se o atual modelo de cidade inteligente existente em São Paulo/SP atende a função social urbana e tecnológica, sob a ótica do direito à cidade, a partir de um levantamento de dados disponíveis em sites selecionados. A dissertação foi elaborada por meio da utilização da abordagem dialética, dos procedimentos monográfico, comparativo e estudo de caso, e das técnicas de pesquisa bibliográfica e documental.
