Adequação dos Conselhos de Saúde do Brasil à Resolução 453/2012: um estudo transversal

Resumo: | Introduction: Health councils in Brazil emerged in the context of participatory democ-racy and have been in operation since the 1990s. Its implementation is a mandatory criterion for financing public health policy. They are deliberative bodies, composed equally of government representatives, health service providers, professionals and us-ers of the Unified Health System (SUS). Objective: To assess the adequacy of the Health Councils to the guidelines defined by the National Health Council for their insti-tution, reformulation, restructuring and functioning, expressed in Resolution 453/2012. Method: Cross-sectional, observational and descriptive study that used secondary data available in the Health Councils Monitoring System (Siacs). Data collection took place from May to August 2017. Health councils not registered with Siacs were ex-cluded from the study. Data processing was performed based on the statistical tech-nique called nominal scale. The data were analyzed in two blocks, according to the characteristics for institution, restructuring, operation and reformulation of the councils, with their respective variables. Results: The study population consisted of 4,742 (84.21%) health councils; 95.80% of the councils were instituted by law; 63.50% do not have a budget; 50.72% do not have an executive secretariat; 69.87% do not have headquarters own; 89.64% hold regular monthly meetings; 52.76% have a board of directors; 61.30% carry out training activities; 65.30% are adequate regarding the par-ity criterion; the presence of representatives of entities, institutions and movements representing users and service providers was observed in more than 98.00% of the councils; 88.39% of whom hold an election for president. The position of president is held by managers / providers in 37.63% of the councils. Conclusion: Resolution 453/2012, of the National Health Council, which approved guidelines for institution, reformulation, restructuring and functioning of health councils is not complied with by all councils. In all Brazilian regions and states, health councils in situations of inade-quacy to the guidelines of the National Health Council were identified. |

Sua implantação é critério obrigatório para o financiamento da política pública de saúde. São órgãos deliberativos, compostos paritariamente por representantes do governo, prestadores de serviços de saúde, profissionais e usuários do Sistema Único de Saúde (SUS). Objetivo: Avaliar a adequação dos Conselhos de Saúde às diretrizes definidas pelo Conselho Nacional de Saúde para sua instituição, reformulação, reestruturação e funcionamento, expressas na Resolução 453/2012. Método: Estudo transversal, observacional e descritivo, que utilizou dados secundários disponíveis no Sistema de Acompanhamento dos Conselhos de Saúde (Siacs). A coleta de dados ocorreu no período de maio a agosto de 2017. Os conselhos de saúde não cadastrados no Siacs foram excluídos do estudo. O tratamento de dados foi realizado com base na técnica estatística denominada escala nominal. Os dados foram analisados em dois blocos, conforme as características para instituição, reestruturação, funcionamento e para reformulação dos conselhos, com suas respectivas variáveis. Resultados: A população do estudo foi composta por 4.742 (84,21%) conselhos de saúde; 95,80% dos conselhos foram instituídos por lei; 63,50% não possuem dotação orçamentária; 50,72% não contam com secretaria executiva; 69,87% não dispõem de sede própria; 89,64% realizam reuniões ordinárias mensais; 52,76% possuem mesa diretora; 61,30% realizam atividades de capacitação; 65,30% estão adequados, quanto ao cri-tério de paridade; a presença de representantes de entidades, instituições e movimen-tos representativos de usuários e prestadores de serviços foi observada em mais de 98,00% dos conselhos; 88,39% realizam eleição para presidente. O cargo de presi-dente é ocupado por gestores/prestadores em 37,63% dos conselhos. Conclusão: A Resolução 453/2012, do Conselho Nacional de Saúde, que aprovou diretrizes para instituição, reformulação reestruturação e funcionamento dos conselhos de saúde não é cumprida pela totalidade dos conselhos.
