Resumo: | The autonomy formalization of the Brazilian State of Tocantins, by the Federal Constitution of 1988, refers to process using the word "creation". The principie is reinforced by the idea of an empty space, as well as political speeches control justified by some individuais. The communicative act expressed in creation, using Oral History, Ecology, Philosophy, through concepts like biosemiotics and urban autopoiesis, converge in the intricacies of intentions and unpredictability of processes that involve human systems. From this inference, Palmas, in a study of the characteristics of its Pilot Plan, is understood from its observers, its immediate creators and the emergence of properties which prevented the occupation, growth and material relationships. |

El acto comunicativo expresa en la creación, el uso de puntos de vista de la historia oral, Ecologia, Filosofia, por conceptos como biosemiótica y autopoiese urbanas converger en las intenciones y la imprevisibilidad de los procesos que implican sistemas humanos complejidad. De esta inferência, Palmas, por un estúdio de las características de su Plan Maestro, se entiende a partir de sus observadores, sus creadores inmediatos y la aparición de propiedades que hacían imposible previsión de ocupación, el crecimiento y las relaciones materiales. A formalização da autonomia do estado do Tocantins, pelo texto da Constituição Federal Brasileira de 1988, refere-se ao processo com a palavra “criação”. Este princípio é reforçado na ideia de um espaço vazio, bem como de discursos legitimatórios do controle político por alguns indivíduos. O ato comunicativo expresso na criação, usando perspectivas da História Oral, Ecologia, Filosofia, por conceitos como a biossemiótica e a autopoiese urbana, convergem na complexidade envolvida das intenções e imprevisibilidade de processos que envolvem sistemas humanos. A partir dessa inferência, Palmas, num estudo das características de seu Plano Diretor, é compreendida a partir de seus observadores, seus criadores imediatos e da emergência de propriedades que impossibilitaram a previsão de ocupação, crescimento e relações materiais.
