SOCIAL POLICY AND THE PERSPECTIVES OF CITIZENSHIP: a scenario of conflict and social co-optation

Resumo:  This article discusses social policy in Brazil and the history of the construction of citizenship highlighting aspects of the relationship between State and Social Assistance in the light of the process of social participation in a movement and dynamics that involves the social issue, poverty and alternative forms of effective social rights. For that, a theoretical essay was made based on the study of José Murilo de Carvalho (2002); Mestriner (2011); Telles (2006) and Wanderley (2004). The result showed that although there is a relevant engagement and social struggles in the construction of social policies, the characteristics are of a forged, conflicted citizenship, embedded in a scenario of social cooptation, with strong evidences of disarticulation of the masses.

Para ello, se realizó un ensayo teórico a partir del estudio de José Murilo de Carvalho (2002); Mestriner (2011); Telles (2006) y Wanderley (2004). El resultado señalaba que a pesar de haber un relevante compromiso y de las luchas sociales en la edificación de las políticas sociales, las características son de una ciudadanía forjada, conflictiva, embrindada en un escenario de cooptación social, con fuertes evidencias de desarticulación de las masas.Cet article traite de la politique sociale au Brésil et de l'histoire de la construction de la citoyenneté en mettant en évidence des aspects de la relation entre l'État et l'assistance sociale à la lumière du processus de participation sociale dans un mouvement et des dynamiques impliquant le problème social, la pauvreté et des formes alternatives d'efficacité. droits sociaux. Pour cela, un essai théorique a été réalisé sur la base de l’étude de José Murilo de Carvalho (2002); Mestriner (2011); Telles (2006) et Wanderley (2004). Le résultat a montré que malgré la participation active et les luttes sociales dans la construction des politiques sociales, les caractéristiques sont une citoyenneté forgée et conflictuelle, ancrée dans un scénario de cooptation sociale, avec de fortes évidences de désarticulation des masses.Este artigo aborda a política social no Brasil e o histórico da construção da cidadania ressaltando aspectos da relação Estado e Assistência Social à luz do processo de participação da sociedade num movimento e dinâmica que envolve a questão social, a pobreza e as formas alternativas de efetivação dos direitos sociais. Para tanto, realizou-se um ensaio teórico a partir do estudo de José Murilo de Carvalho (2002); Mestriner (2011); Telles (2006) e Wanderley (2004). O resultado sinalizou que apesar de haver um relevante engajamento e das lutas sociais na edificação das políticas sociais as características são de uma cidadania forjada, conflituosa, embrenhada em um cenário de cooptação social, com fortes evidencias de desarticulação das massas.   PALAVRAS-CHAVE: Cidadania; política social e questão social.   ABSTRACT This article discusses social policy in Brazil and the history of the construction of citizenship highlighting aspects of the relationship between State and Social Assistance in the light of the process of social participation in a movement and dynamics that involves the social issue, poverty and alternative forms of effective social rights.
