THE MEDIA COVERAGE ABOUT BNDES IN THE FHC AND LULA GOVERNMENTS: orthodox bases in narratives on privatizations and PAC

Resumo: This study sought to analyze the relations between economy and the media, in order to demonstrate their particularities and affinities through the analysis of the treatment of the Brazilian press to the National Bank for Economic and Social Development (BNDES). The following assumptions based the research. Journalism, especially the economic one, constitutes a field of symbolic production characterized by relations of autonomy and heteronomy towards to other fields, specifically that of economists. BNDES is an important institution for training and acting in the field of economists and has had its functions changed in the governments of the former presidents of Brazil Fernando Henrique Cardoso (1995-2002) and Luís Inácio Lula da Silva (2003-2010), being more aligned with the orthodox/liberal bias in the first, and heterodox/(neo)developmentalist in the second. Thus, mediaticframing analysis was performed in the articles of the economics-oriented publications about the BNDES in the newspapers Folha de São Paulo, O Estado de São Paulo and O Globo, in the years of 1996 to 1998, representing the FHC period, and of 2007 to 2009, of the Lula government. The analysis identified that the framings applied to treat the BNDES in the period were aligned with an orthodox view of the economy, as far as the incidence of framings specifically linked to one or another pole of the field of economic thought, as far as the observation of frames imbued with negative judgment in the considered (neo) developmental period of the Bank. This affinity revealed that fields of economic journalism and economists are so closely related that symbolic principles and positions of the latter are reproduced in the former.

El BNDES es una importante institución de formación y actuación del campo de los economistas y tuvo sus funciones alteradas en los gobiernos de los ex presidentes de Brasil Fernando Henrique Cardoso (1995-2002) y Luís Inácio Lula da Silva (2003-2010), para estar más alineado con el sesgo ortodoxo / liberal en el primero y heterodoxo / (neo) desarrollista en el segundo. Así, se aplicó el análisis de encuadramiento en las materias sobre el BNDES que constaban en las editoriales de los periódicos Folha de São Paulo, El Estado de São Paulo y O Globo en los años 1996 a 1998, para representar el período FHC, y 2007 a 2009, del gobierno de Lula. El análisis identificó que los encuadres accionados para tratar el BNDES en el período fueron alineados con una visión ortodoxa de la economía, tanto en cuanto a la incidencia de framings específicamente ligados a uno u otro polo del campo del pensamiento económico, en cuanto a la observación de encuadres imbuidos de cargas de carga juicio negativo en el período considerado (neo) desarrollista del Banco. Esta afinidad reveló que campos del periodismo económico y de los economistas se relacionan de tal manera a hacer que principios simbólicos y tomas de posición del segundo se reproduzcan en el primero.O estudo buscou analisar as relações entre economia e mídia, de forma a demonstrar suas particularidades e afinidades através da análise sobre o tratamento da imprensa brasileira ao Banco Nacional do Desenvolvimento Econômico e Social (BNDES). A pesquisa partiu dos seguintes pressupostos. O jornalismo, em especial o econômico, se constitui campo de produção simbólica marcado pelas relações de autonomia e heteronomia em relação a outros campos, especificamente o dos economistas. O BNDES é uma importante instituição de formação e atuação do campo dos economistas e teve suas funções alteradas nos governos dos ex-presidentes do Brasil Fernando Henrique Cardoso (1995-2002) e Luís Inácio Lula da Silva (2003-2010), de forma a estar mais alinhado com o viés ortodoxo/liberal no primeiro e heterodoxo/(neo)desenvolvimentista no segundo. Assim, foi aplicada a análise de enquadramento nas matérias sobre o BNDES que constavam nas editorias de dos jornais Folha de São Paulo, O Estado de São Paulo e O Globo nos anos 1996 a 1998, para representar o período FHC, e 2007 a 2009, do governo Lula. A análise identificou que os enquadramentos acionados para tratar o BNDES no período foram alinhados com uma visão ortodoxa da economia, tanto quanto à incidência de framings especificamente ligados a um ou outro polo do campo do pensamento econômico, quanto à observação de enquadramentos imbuídos de cargas de julgamento negativo no período considerado (neo)desenvolvimentista do Banco.
