Rural territorial development in ceará’s semiarid: an analyze from rural settlements areas

Resumo: Abstract The text intends to critically analyze the rural territorial development in a multidimensional way at the identity territories in the semiarid of Ceará, considering the rural settlements areas. The data used to analyze the rural development were collected by a field research, having six settlements localized in five identity territories as its sample space. The index founded for the semiarid of Ceará was 0,5163. Considering that the index varies between “zero” and “one”, it presented a median or intermediate situation, indicating that the actions remained more on an emergency level, not consolidating themselves as a long term policy, thus blocking the reach of an effective sustainable development. The indicators that most contributed positively were the environmental and political/organizational, and the indicators that contributed negatively were the social and economic. Los datos para el análisis de la RD se obtuvieron mediante investigación de campo, teniendo como espacio muestral 06 (seis) asentamientos ubicados en 05 (cinco) territorios de identidad. El índice encontrado para la región semiárida de Ceará fue de 0.5163. Considerando que el índice va de “cero” a “uno”, esto apresentó una situación mediana o intermedia, lo que indica que las acciones se mantuvieron en el nível de emergencia, no consolidarse como una política de largo plazo, impidiendo así el logro de un desarrollo sostenible efectivo. Los indicadores que contribuyeron más positivamente al nivel de desarrollo fueron los ambientales y político / organizacional, y los indicadores que contribuyeron negativamente al nivel de desarrollo fueron los económicos y sociales. Os dados para análise do DR foram obtidos através da pesquisa de campo, tendo como espaço amostral 06 (seis) assentamentos localizados em 05 (cinco) territórios de identidade. O índice encontrado para o semiárido cearense foi de 0,5163. Considerando que o índice varia de “zero” a “um”, este apresentou uma situação mediana ou intermediária, indicando que as ações permaneceram mais no nível emergencial, não se consolidando como política de longo prazo, impedindo, assim, o alcance de um efetivo desenvolvimento sustentável. Os indicadores que mais contribuíram positivamente para o nível de desenvolvimento foram os ambientais e político/organizacional, e os indicadores que contribuíram negativamente para o nível de desenvolvimento foram os econômicos e sociais.
