Family farming and development economic: a case study on livestock in Muriaé/MG

Resumo: The agricultural sector has played a significant role in the Brazilian trade balance, but this only reflects the reality of a small portion of rural producers who occupy a large part of the territory. Therefore, this article focuses on how family farming contributes to the economic development of the territory in the various dimensions considered by Kageyama (2008). The methodology was exploratory, and a case study was conducted based on the municipality of Muriaé, Minas Gerais State, Brazil. The principal data sources were the 2017 Agricultural Census published by the Brazilian Institute of Geography and Statistics, information provided by the Municipal Department of Agriculture and field research. The results suggest that family farming also contributes to the economic development process of the territory in terms of employment and income. However, improving the production process, finding new markets, investing in technology and working towards tax and health regularization are not part of the routine of the producers interviewed, showing that local public policies could do a lot to expand the dimensions of development. It also points to the need for local government to be involved in encouraging future generations towards seeing rural areas as a business, away from the culture that limits rural activities to the sole purpose of maintaining family subsistence.

Por lo tanto, el objetivo del artículo es comprender cómo la agricultura familiar contribuye al desarrollo económico del territorio en las diversas dimensiones consideradas por Kageyama (2008). La metodología utilizada fue exploratoria seguida de un estudio de caso basado en el municipio de Muriaé-MG. Las principales fuentes de datos fueron el Censo Agropecuario de 2017, publicado por el Instituto Brasileño de Geografía y Estadística, información proporcionada por la Secretaría Municipal de Agricultura del municipio e investigaciones de campo. Con base en los resultados, se pudo observar que la agricultura familiar también juega un papel en el proceso de desarrollo económico del territorio en sus dimensiones de empleo e ingresos, sin embargo, la mejora del proceso productivo, la búsqueda de nuevos mercados, la inversión en tecnología, la búsqueda de la regularización fiscal y sanitaria no forman parte de la rutina de los productores entrevistados, lo que indica que las políticas públicas locales podrían contribuir en gran medida a ampliar las dimensiones del desarrollo. También apunta a la necesidad de la implicación de la administración pública local para que las futuras generaciones vean el territorio rural como un negocio, desligándose de la cultura que limita el ejercicio de la actividad rural como objeto exclusivo para el mantenimiento de la subsistencia familiar.O setor agrícola tem se destacado pela relevante participação na balança comercial do Brasil, mas esse destaque só reflete a realidade de uma pequena parcela dos produtores rurais que ocupa grande parte do território. Por isto, o objetivo do artigo é entender como a agricultura familiar contribui para o desenvolvimento econômico do território nas diversas dimensões consideradas por Kageyama (2008). A metodologia utilizada foi exploratória seguida de um estudo de caso tomando por base o município de Muriaé-MG. As principais fontes de dados foram o Censo Agropecuário de 2017, publicado pelo Instituto Brasileiro de Geografia e Estatística, informações fornecidas pela Secretaria Municipal de Agricultura do município e pesquisa de campo. Com base nos resultados foi possível observar que a agricultura familiar tem também um papel no processo de desenvolvimento econômico do território em suas dimensões emprego e renda, entretanto, o aprimoramento do processo produtivo, a busca por novos mercados, o investimento em tecnologia, a busca por regularização fiscal e sanitária não fazem parte da rotina dos produtores entrevistados, indicando que as políticas públicas locais em muito poderiam contribuir para ampliar as dimensões do desenvolvimento.
