Spatialization of rural credit captured by smallholder agriculture: Temer and Bolsonaro governments

Resumo: | The objective of this work is to map the financial resources of public credit programs applied to smallholder agriculture between January 2015 and June 2022. For better comparison, the period was divided into two four-year blocks, corresponding to presidential terms. The determined hypothesis is that there was a regional favoritism in the large volume of resources used, which worsens the regional disparity that already exists between smallholders. Data from the Central Bank and the Brazilian Institute of Geography and Statistics (IBGE) were used to build the base to be investigated. The maps were created using the softwares Philcarto and Inkscape 2.0. Data on numbers and values of contracts relating to the funding and investment modalities of National Program for Strengthening Family Agriculture (PRONAF) and other rural credit lines with the participation of smallholder agriculture were analyzed. The mapping results indicate that there was a majority of uptake by municipalities in the Central-West region, in the state of Tocantins, central-south of Pará, south of Piauí, south of Maranhão, west of Bahia, central-west of Minas Gerais, central-north of Roraima, south and east of Amazonas, south of Acre, central Santa Catarina and south of Rio Grande do Sul. |

La hipótesis está determinada por la existencia de un favoritismo regional en el gran volumen de recursos utilizados, lo que agrava la desigualdad social preexistente entre los agricultores más vulnerables y los no vulnerables. La investigación utiliza datos adquiridos del Banco Central y del Instituto Brasileño de Geografía y Estadística para construir la base a investigar. Los resultados se obtuvieron a partir de mapeos creados con el software Philcarto e Inkscape 2.0 para edición gráfica. Se trabajaron datos sobre el número y valor de los contratos relativos a financiamiento e inversión del PRONAF y otras líneas de Crédito Rural en las que participó la agricultura familiar. El resultado de la financiación fue una captura mayoritaria por municipios del Centro-Oeste, Tocantins, centro-sur de Pará, sur de Piauí, sur de Maranhão, oeste de Bahía, centro-oeste de Minas Gerais, centro-norte de Roraima, sur y este del Amazonas, sur de Acre, centro de Santa Catarina y sur de Rio Grande do Sul.O objetivo deste trabalho é mapear os recursos financeiros dos programas públicos de crédito aplicados à agricultura familiar entre janeiro de 2015 e junho de 2022. Para melhor comparação, o período foi dividido em dois blocos de quatro anos, correspondentes aos mandatos presidenciais. A hipótese determinada é de que houve um favorecimento regional em grande volume de recursos empregados, o que agrava a disparidade regional já existente entre os agricultores familiares. Foram utilizados dados do Banco Central e do Instituto Brasileiro de Geografia e Estatística (IBGE) para a construção da base a ser investigada. Os mapas foram elaborados por meio dos softwares Philcarto e Inkscape 2.0. Foram analisados dados sobre números e valores de contratos referentes às modalidades de custeio e investimento do Programa Nacional de Fortalecimento da Agricultura Familiar (PRONAF) e outras linhas de crédito rural com participação da agricultura familiar.
