The agricultural issue in the Assu-Mossoró (RN) integrated development policy

Resumo: The Brazilian agrarian space, historically, has been characterized by the presence of a process of exclusion and expropriation of certain social subjects from having access to or remaining on the land. Based on this assumption, the article aims to analyze the agrarian issue at the Assu-Mossoró (RN) Integrated Development Pole. In the reflections now sent, this Pole is considered to be the result of the contradictory process of development of capitalism in the countryside, insofar as, on the one hand, it is a project that expresses the modernization of agriculture, and, on the other, it subdues and expropriates peasant family farmers of the locations that are inserted in the Polo area. Bibliographic and documentary research and data collection, especially in the Agricultural Censuses of 2006 and 2017 and in the Instituto Nacional de Colonização e Reforma Agrária (INCRA), constituted the main methodological procedures. It was concluded that, in the referred Pole, small-scale family farming establishments predominate, reflecting a land concentration that has intensified with the presence of capital in the countryside, and that the partnership and leasing by landless farmers signal for not subjugating agribusiness.

Com base nesse pressuposto, o artigo visa analisar a questão agrária no Polo de Desenvolvimento Integrado Assu-Mossoró (RN). Nas reflexões ora encaminhadas esse Polo é considerado como resultante do processo contraditório de desenvolvimento do capitalismo no campo, na medida em que, de um lado, é um projeto que expressa a modernização da agricultura, e, do outro, subjuga e expropria agricultores familiares camponeses das localidades que estão inseridas na área do Polo. Pesquisas bibliográficas e documentais e a coleta de dados, sobretudo nos Censos Agropecuários de 2006 e 2017 e no Instituto Nacional de Colonização e Reforma Agrária (INCRA), se constituíram nos principais procedimentos metodológicos.
