Resumo: This paper seeks to analyze the mechanisms used to persuade the working class to believe in the project of capital for society. The partnerships between the public and the private sectors are configured as services offered and are now considered as part of the non-state public sphere, de-centralizing responsibilities, reducing expenditure on the working class and transferring money that would be used to the hands of business people who outsource the services provided. It is considered that the investment in training professionals “qualified” to understand what the company requires is the cornerstone of this lucrative philanthropic business. However, this initiative indicates a direction opposite to popular and emancipatory interests.

As parcerias entre o público e o privado configuram-se como serviços oferecidos e passam a ser consideradas da esfera pública não estatal, descentralizando responsabilidades, diminuindo os gastos com a classe trabalhadora e repassando o que seria utilizado para as mãos dos empresários que terceirizam os serviços prestados. Considera-se que o investimento na formação de profissionais “capacitados” ao nível de compreender aquilo que a empresa exige é a pedra basilar nesse negócio lucrativo filantrópico.
