ANALYSIS OF TERRITORIAL CONFIGURATION OF PARANÁ STATE: FROM THE PROMULGATION OF THE FEDERAL CONSTITUENT OF 1988 TO THE CURRENT DATE

The territorial configuration of Brazil and, consequently, of its states has been stable since 1996, when the processes of municipalities creation ceased, after the validation of Constitutional Amendment nº 15. However, in 2015, the extinction of municipalities became a point of discussion, including among state agencies. The Court of Auditors in the south of the country were in favor to the possibility of micro-municipalities extinction, those with a population of less than five thousand inhabitants and with their own collection of less than 10% of their income. The discussions entered the Federal Senate, by Constitutional Amendment Proposal nº 188/2019, proposing to incorporate these small units. In this context, lies our intention to analyze the processes of territorial compartmentalization of Paraná after the promulgation of the Federal Constitution of 1988 until our contemporaneity, where we faced with the intention of extinction of municipalities. We chose for a methodology based on an integrated and comparative analysis, based on theoretical studies, government data and legislation, this proposal was demonstrating that Paraná has remodeled its territorial network over time, usually through the installation of municipalities, and that the extinction of municipalities needs to be anchored in several assumptions, going beyond economic sufficiency and the economy of the public machine.
