JOURNALISTIC COVERAGE OF THE 2012-2015 DROUGHT PHENOMENON IN BAHIA: BETWEEN COMBAT AND LIVING WITH THE DROUGHT

Resumo: | Between 2012 and 2015, Brazil faced a multi-annual drought condition, affecting various sectors of civil society. The reduction in water availability, especially in the semiarid region of Bahia, highlighted the public water policies carried out in Bahia, a state located in the northeast of Brazil. In that same critical quadrennium, in terms of low rainfall, local newspapers covered this important climatic event. The present work is based on the articles published by two opinion newspapers of great regional circulation in the state of Bahia. The objective was to analyze the news that addressed the concepts of combating drought and living with this event and with the region, published by the local media. To this end, we selected articles published between 2012 and 2015. It was concluded that the media remains with a reductionist and fragmented view on the semiarid and the drought phenomenon (combating drought), not adhering to an important approach developed from the 1990 onwards, by social organizations living with the drought, which addresses principles of environmental, economic, social and cultural sustainability. |

La reducción de la disponibilidad de agua, especialmente en la región semiárida de Bahía, destacó las políticas públicas de agua llevadas a cabo en Bahía, un estado ubicado en el noreste de Brasil. En ese mismo cuadrienio crítico, en términos de escasas precipitaciones, los periódicos locales cubrieron este importante evento climático. El presente trabajo se basa en los artículos publicados por dos periódicos de opinión de gran circulación regional en el estado de Bahía. El objetivo fue analizar las noticias que abordaban los conceptos de combate a la sequía y convivencia con este evento y con la región, publicadas por los medios locales. Para ello, seleccionamos artículos publicados entre 2012 y 2015. Se concluyó que los medios de comunicación mantienen una visión reduccionista y fragmentada sobre el semiárido y el fenómeno de la sequía (combatir la sequía), no adhiriéndose a un importante enfoque desarrollado a partir de la década de los 90, por organizaciones sociales que conviven con la sequía, que aborda principios de sostenibilidad ambiental, económica, social y cultural.Entre 2012 et 2015, le Brésil a été confronté à une sécheresse pluriannuelle, affectant divers secteurs de la société civile. La réduction de la disponibilité de l'eau, en particulier dans la région semi-aride de Bahia, a mis en évidence les politiques publiques de l'eau menées à Bahia, un État situé au nord-est du Brésil. Au cours de ce même quadriennat critique, en termes de faibles précipitations, les journaux locaux ont couvert cet événement climatique important. Le présent ouvrage est basé sur les articles publiés par deux journaux d'opinion de grande diffusion régionale dans l'état de Bahia. L'objectif était d'analyser l'actualité qui abordait les concepts de lutte contre la sécheresse et de vivre avec cet événement et avec la région, publiée par les médias locaux. Pour cela, nous avons sélectionné des articles publiés entre les années 2012 à 2015. Il a été conclu que les médias restent avec une vision réductionniste et fragmentée sur le phénomène semi-aride et sécheresse (lutte contre la sécheresse), ne respectant pas une approche importante développée à partir des années 90, par des organisations sociales vivant avec la sécheresse, qui abordent les principes de durabilité environnementale, économique, sociale et culturelle.Entre os anos de 2012 a 2015, o Brasil enfrentou uma condição de seca plurianual, atingindo diversos setores da sociedade civil. A redução da disponibilidade de água, especialmente no semiárido baiano, colocou em evidência as políticas hídricas públicas realizadas na Bahia, estado localizado na região Nordeste do Brasil. Nesse mesmo quadriênio crítico, em termos de baixas precipitações, os jornais locais realizaram a cobertura desse importante evento climático. O presente trabalho é baseado nas matérias publicadas por dois jornais de grande circulação no estado da Bahia. O objetivo foi analisar as notícias que abordavam os conceitos “combate à seca” e “convivência” com este evento e com o semiárido, publicadas pela mídia local. Para tanto, selecionou-se matérias veiculadas entre os anos de 2012 a 2015.
