ANALYSIS OF SOCIAL VULNERABILITY IN THE FACE OF HAILSTORMS IN RIO GRANDE/RS

Resumo: Rio Grande/RS is located in subtropical latitudes with intense cyclogenetic activity, which can cause effects and damage to the population. In view of this, the objective was to elaborate and analyze the spatial distribution of social vulnerability before hail precipitation through an index elaborated in Geographic Information System (GIS). The methodological proposal aims to associate weighting factors for variables that express socioeconomic indicators (demographic density, resident people, illiteracy and financial aid applications) and urban infrastructure (water supply, electricity, sewage, presence of toilets and garbage collection) which characterize social vulnerability. The database comprises the Instituto Brasileiro de Geografia e Estatística (IBGE) and the report of those affected by hailstorms from the Municipal Civil Defense and Protection Coordination.Therefore, the methodology applied was validity through Dependency Analysis by Linear Regression to measure the dependency between the vulnerability index and claims for assistance. The results show that the very high socioeconomic vulnerabilities are located in the west of the city and in the industrial district, and those classified as high were identified in all districts of the municipality, with emphasis on the western portion. The methodological process presented reliability in 63% of the vulnerability in the Census Sectors.

Diante disso, o objetivo foi elaborar e analisar a distribuição espacial da vulnerabilidade social diante da precipitação de granizo através de um índice elaborado em Sistema de Informações Geográficas (SIG). A proposta metodológica visa associar fatores de ponderação para variáveis que expressam indicadores socioeconômicos (densidade demográfica, pessoas residentes, analfabetismo e pedidos de auxílios financeiros) e de infraestrutura urbana (abastecimento de água, energia elétrica, esgotamento sanitário, presença de banheiro e coleta de lixo), os quais caracterizam a vulnerabilidade social. A base de dados compreende o Instituto Brasileiro de Geografia e Estatística (IBGE) e o relatório de atingidos por chuva de granizo da Coordenadoria de Proteção e Defesa Civil Municipal. Diante disso, a metodologia aplicada foi validade através da Análise de Dependência por Regressão Linear para mensurar a dependência entre o índice de vulnerabilidade e os pedidos de auxílios. Os resultados constatam que as vulnerabilidades socioeconômicas muito alta situam-se à oeste da cidade e no distrito Industrial e as classificadas como altas foram identificadas em todos os distritos do município, com ênfase na porção oeste.
