Urban waterfronts are constantly being remodeled and restructured to adapt to the incessant need for capital reproduction, where certain social agents have greater power to influence the production of space. The present text proposes the analysis of the municipal public power as the main producer and articulator agent of this process from the investigation of interventions attributed to the edge of Fortaleza/CE, through the use of urban instruments such as the Joint Urban Operation and the Public Concession of Building Right. In this context, regarding the specific urban transformations of the central-eastern portion, it was found that, despite the discourses about social contribution and the inclusion of popular participation in decision-making, it is demonstrated that the interests of multiple agents, in the public and /or private, are oriented towards sustaining and expanding the performance of real estate development allied to international tourism and political marketing. The result is the increasing value of the waterfront and the consolidation of the highest standard housing in the city associated with the increase in verticalization facing the sea.
