Between the Regulation and the Democratic Model: reflections on the territorialization of public policies of Higher Ed

The State Reform which took place at the end of the 20th century brought political transformations that have changed the State’s relationship with Higher Education and, consequently, the evaluation mechanisms. This paper aims to present some reflections on the territorialization of public policies of Higher Education evaluation, seeking to question how local actors act to implement them based on the skills they have developed and the interaction they establish with political, professional and social systems, transiting between the Regulation model and the Democratic Evaluation model. The bibliographic research methodology was adopted based on the analysis of literature published in the area under study. The results point to the challenge of coexistence between the regulatory and democratic models.
