Between the Regulation and the Democratic Model: reflections on the territorialization of public policies of Higher Ed

Resumo: The State Reform which took place at the end of the 20th century brought political transformations that have changed the State’s relationship with Higher Education and, consequently, the evaluation mechanisms. This paper aims to present some reflections on the territorialization of public policies of Higher Education evaluation, seeking to question how local actors act to implement them based on the skills they have developed and the interaction they establish with political, professional and social systems, transiting between the Regulation model and the Democratic Evaluation model. The bibliographic research methodology was adopted based on the analysis of literature published in the area under study. The results point to the challenge of coexistence between the regulatory and democratic models.

The results point to the challenge of coexistence between the regulatory and democratic models.La réforme de l’État à la fin du 20è siècle aapporté des transformations politiques qui ont modifié la relation de l’Etat avec l'enseignement supérieur, et eneffet, les mécanismes d’évaluation. Cet article a comme objectif présenter quelques réflexions sur la territorialisation des politiques publiques d’évaluation de l'enseignement supérieur. Il cherche d’interroger comment les acteurs locaux font pour mettre les politiques enœuvre à partir d’une base des compétences qu’il sont développé et l’interaction qu’il sont établi avec les systèmes politiques, professionnels et sociaux, entransitant entre le modèle de Réglementation et le modèle d’Évaluation Démocratique. La méthodologie de recherche bibliographique a été adoptée sur la base de l'analyse de la littérature publiée dans la zone étudiée. Les résultats mettent en évidence le défi de la coexistence entre les modèles réglementaires et démocratiques.A Reforma do Estado, no final do século XX, trouxe transformações políticas que modificaram a relação do Estado com a Educação Superior, bem como os mecanismos de avaliação. Este trabalho tem por objetivo apresentar reflexões sobre a territorialização das políticas públicas de avaliação da Educação Superior, buscando questionar como agem os atores locais para implementá-las a partir das competências que desenvolvem e das interações que estabelecem com os sistemas políticos, profissionais e sociais, transitando entre a Regulação e o Modelo de Avaliação Democrática. Adotamos a metodologia de pesquisa bibliográfica, apoiada na análise de literaturas publicadas na área em estudo.
