Educational policies in Latin America: for a comprehension of globalization neoliberal

Resumo: In this article is characterized from perspective general education policy development of the Neoliberal State Governments (GEN) and the State Governments postneoliberal (GEP) in the decades of 1990-2000s in Latin American. Taking these categories as overlapping and dynamic in both decades. For that it analyzed the forms linkages with international credit agencies (BW; BID), in particular through the policy borrowing and policy learning, the Approach Policies Based on Evidence and the role of symbolic analysts. Are analyzed for periods of neoliberalism and postneoliberalism, and it is argued that in the aforementioned decades are produced continuities and transformations. We conclude that neoliberal policies have not yet been able to dismantle the structure of the State.

We conclude that neoliberal policies have not yet been able to dismantle the structure of the State.  Dans cet article nous traitons sur les politiques éducatives des Gouvernements d'États Néo-libéraux (GEN) et des Gouvernements d'États Post néo-libéraux (GEP) dans les années 1990 et 2000 en Amérique Latine. Cet article considère ces modes de gouvernement comme chevauchantes, dynamiques et poreux dans les deux décennies. Il analyse les manières de créer des liens avec les organisations internationales de crédit (Banque mondiale, BID), surtout via le biais des « policy borrowing e policy learning », de l'approche politique fondée sur des évidences et du rôle des analystes symboliques. Il étudie les périodes du néo-libéralisme et du post néo-libéralisme, et il affirme que les décennies mises en avant ont produit des continuités et des transformations. Pour conclure, les politiques néolibérales n'ont pas réussi à démanteler la structure de l'Etat.   Neste artigo se caracteriza de modo geral as políticas educativas dos Governos Estatais Neoliberais (GEN) e a dos Governos Estatais Pós-Neoliberais (GEP) nas décadas de 1990 e 2000 na América Latina. Toma estes modos de governo como sobrepostos, dinâmicos e porosos em ambas as décadas. Para isso, analisa os modos de vinculações com os organismos internacionais de crédito (BM; BID), em particular por meio das policy borrowing e policy learning, o Enfoque das Políticas Basadas em Evidências e o papel dos analistas simbólicos. Estuda os períodos do neoliberalismo e o pós-neoliberalismo, e argumenta que as décadas destacadas produziram continuidades e transformações.
