Affirmative action policies at the Federal University of Rio de Janeiro: an analysis based on the experience of the History Course

Resumo: Brazilian Higher Education is excluding due to structural racism. The meritocratic liberal policy of access and permanence denies the relevance of Affirmative Action Policies. In this article, it intends to analyze how Law 12,711/2012 influenced UFRJ's actions to guarantee access, permanence, and completion of black and brown students in the undergraduate history course. The analysis has as theoretical and methodological reference the historical and dialectical materialism and takes as empirical reference the Institute of History of UFRJ. It is a qualitative analysis of data collected from primary and secondary sources. By way of conclusion, we can see the effort of UFRJ to guarantee black and brown students the conditions of permanence and completion of the investigated course, despite the restrictions.

La política meritocrática liberal de acceso y permanencia niega la relevancia de las Políticas de Acción Afirmativa. En este artículo pretende se analizar cómo la Ley 12.711/2012 influyó en las acciones de la UFRJ para garantizar el acceso, permanencia y finalización de los estudiantes negros y morenos en el Curso de Historia. El análisis tiene como referente teórico y metodológico el materialismo histórico y dialéctico y toma como base empírica el Instituto de Historia de la UFRJ. Es un análisis cualitativo de datos recopilados de fuentes primarias y secundarias. A modo de conclusión, podemos percibir el esfuerzo de la UFRJ por garantizar a los estudiantes negros y morenos las condiciones de permanencia y finalización del curso investigado, a pesar de las restricciones.A Educação Superior brasileira é excludente, devido ao racismo estrutural. A política liberal meritocrática de acesso e permanência nega a pertinência das Políticas de Ações Afirmativas. Neste artigo, pretende-se analisar como a Lei 12.711/2012 influenciou as ações da UFRJ para garantir o acesso, a permanência e a conclusão de estudantes negros e pardos no curso de graduação em história. A análise tem como referência teórica e metodológica o materialismo histórico-dialético e toma como referência empírica o Instituto de História da UFRJ. Trata-se de uma análise qualitativa com dados coletados a partir de fontes primárias e secundárias.
