Oil Royaties and Socialand Economic Development: the Case of Espírito Santos State

Resumo: Abstrat: The institutional reform implemented in the national oil industry in the second half of nineties generated two kind of impacts. Firstly, it stimulates the oil and gas production; moreover, as a consequence of this larger production and changes in legislation, it did the government participation grow substancialy, mainly royalties. Such resources have been important for the public finances of some states and many cities in Brazil. However, the aplication of this resources by public administrations, by and large, have been failed, i.e., in many cases the intergenerational question has not been observed and the resources of royalties are not invested, in a clear way for society, in the search of economic development. This paper aims to present some types of dificulties (institutional and political) that induce the governants to follow that problematic trend, and, within this context, analyse the recent case of Espírito Santo state and its cities.

This paper aims to present some types of dificulties (institutional and political) that induce the governants to follow that problematic trend, and, within this context, analyse the recent case of Espírito Santo state and its cities.Resumo: A reforma institucional implementada no setor petrolífero nacional na segunda metade da década de 1990 gerou impactos de dois tipos: em primeiro lugar, impulsionou a produção de petróleo e gás. Além disso, como conseqüência desta maior produção e de mudanças na legislação, gerou um aumento expressivo no montante de participações governamentais arrecadadas, sobretudo royalties. Tais recursos têm sido importantes para as finanças públicas de alguns Estados e muitos municípios país afora. No entanto, a aplicação destes recursos pelas administrações públicas, de um modo geral, tem sido falha, ou seja, em muitos casos não se tem observado a questão da justiça intergeracional e os recursos dos royalties não são investidos, de forma clara para a sociedade, na busca do desenvolvimento econômico. Este trabalho tem por objetivo apresentar os vários tipos de dificuldades (institucionais e políticas) que levam os governantes a seguirem esta problemática tendência, e, dentro deste contexto, analisar o caso recente do estado do Espírito Santo e dos municípios capixabas.
