Resumo: ABSTRACT:In this article their authors analyse the notion of multifunctionality from two approaches: agricultural and rural. Firstly, they state that the agricultural approach of multifunctionality recuperate some typical elements of the traditional farming systems, where nature, landscape and rural countryside were integrated in a whole. Secondly, they analyse the evolution of the CAP (Commune Agricultural Policy) and show how in such a European policy have coexisted two logics: on the one side, a liberal logic, that encouraged an unidimensional model of farming (performance, specialised, intensive, productivist), and the other side, a agrarian logic, that supported a plurality of farming models integrated in the countryside and oriented at the development of multiples functions. Thirdly, they analyse the rural approach of multifunctionality and study the influence of this approach in the LEADER programmes of rural development. Fourthly, they analyse the convergence between both approaches of multifunctionality in the new EU regulation of rural development. Finally, they comment the implementation of this regulation in Spain.

En primer lugar, plantean la tesis de que la acepción agraria de la multifuncionalidad recupera elementos típicos de la agricultura tradicional, que era, en realidad, un claro ejemplo de modelo multifuncional de agricultura donde se producía la integración entre naturaleza, territorio y espacio rural circundante. En segundo lugar, hacen un recorrido por la evolución de la PAC (política agraria común), mostrando cómo en esa política europea convivían dos lógicas: una, liberal, que le empujaba hacia un modelo unidimensional, especializado, intensivo y productivista; y otra, agrarista, que le llevaba a proteger una diversidad de modelos agrícolas (multifuncionales) integrados en los territorios y orientados al desarrollo de las múltiples funciones desempeñadas por la agricultura. En tercer lugar, analizan la acepción rural (territorial) de la multifuncionalidad, estudiando su presencia en las iniciativas europeas Leader y en los programas de desarrollo extendidos por los territorios rurales de la UE. En cuarto lugar, analizan la convergencia de las dimensiones agraria y territorial de la multifuncionalidad en el nuevo reglamento europeo de desarrollo rural y el fondo FEADER. Finalmente, comentan la aplicación de este reglamento en España y otras iniciativas suplementarias, analizando el Marco Nacional de Desarrollo Rural y la Ley de Desarrollo Sostenible del Medio Rural, en los que pueden verse con nitidez el rastro del principio de la multifuncionalidad.
