This research is to address the state changes, or rather the reforms of the state apparatus. We try to understand the shortcomings of public health care services and the openness to civil society, through the work of NGOs (Non Governmental Organization). In this sense, the changes were also observed in the form of operation of NGOs to legitimize themselves before the public and the private sector and own state agencies in order to continue to perform the functions that would be the state's responsibility. These transformations in the way of work of charities demonstrate their desire to remain "open door" to continue to receive their state and corporate grants. A case study will be carried out from the trajectory of the Center for Support Cancer holder of Itumbiara-GO (NAPCI), and less detail, two other associations: the Association to Support Children with Cancer (AACC) and Association of Special Disease Carriers (EDPS), only to give an idea set by municipalities who are also fighting to continue providing assistance and climbing subsidies. The research was constituted of oral interviews and documentation found in the NAPC, besides the local press.
