The discussion on urban planning has returned to the agenda of city construction in recent years, since the urbanization of cities has gradually turned to a dispersed growth model, as a result of the meeting of diverse and contradictory interests between the various producers and consumers. of the urban territory. Thus, in the context of this urban phenomenon, added to the lack or insufficiency of urban policies and instruments, which in fact guide and regulate the occupation of the territories, has affected and limited the living of the city due to the existence of disconnection between leisure spaces, housing, education and work. Therefore, based on a bibliographic review and case studies on the subject, the objective of this final graduation work is to bring a new urban proposal to the city of Franca, located in the interior of São Paulo, with a subdivision project based on elaboration of a master plan, in order to identify and address the deficiencies of the studied area in relation to urban density, diversity of land uses and mobility aimed at different urban functions. Therefore, after the development of the urban project, it is possible to conclude that articulating the urban functions of living, working, circulating and recreation are the basis for urban vitality and social experience through qualified spaces guaranteeing the right to the city in an equal way.
