Associativismo de caráter econômico e competitividade: estudo de caso do núcleo dos produtores de novilho precoce de Minas Gerais

Resumo: Cattle ranching enters the 21st century in crisis. Consumption of the so-called “red meat” has been replaced by other types, white meat, due to the myth of health harms caused by this. However, more recently, because of the “mad cow” disease and the case of dioxin in Belgium. , we witnessed a worsening of this crisis. However, Brazil can turn these scandals into opportunities, as it has the largest commercial herd of cattle in the world and is not included in these problems. Sanitary. To this end, it is necessary to have a greater union within the producer class and with the upstream and downstream agents of the beef production chain, jointly seeking to take better advantage of the comparative advantages existing in the country and improve its competitive advantages. This work aims, above all, to analyze the current trend of formation of marketing partnerships between the components of the beef production chain, which brings together the input industry, the rural producers, the meat agroindustry (meatpackers) and the distributors (butchers). and supermarkets), and that can improve the conditions of supply of the national product in the world beef market. In this case, a case study was made of the formation and development of the Minas Gerais Precocio Producers Nucleus, based in Uberlândia, a pole city of the Triangulo Mineiro, in the extreme west of Minas Gerais State. These partnerships have been occurring in a process of mergers and acquisitions in the Brazilian refrigerator industry. These agribusinesses and distributors have been demanding from farmers a raw material that allows product differentiation through better quality and animal identification (food safety), along with greater regularity in supply. The adopted methodology consisted of a bibliographic review that aimed to identify the factors of technological delay of the Brazilian cattle raising compared to other agricultural sectors. A review of the theoretical contribution of Transaction Costs was also developed, which served as a reference for the analysis of the influencing and / or determining factors in the formation of market alliances between chain agents, which have encouraged significant changes in the chain. Finally, a bibliographical review of rural associations was carried out and, through the theoretical support of neocorporatism, we analyzed the constitution of new forms of organization of the sector. In order to identify the technological profile of those associated with the new forms of organization of ranchers, in the case of those affiliated to the Minas Gerais Precocio Producers Nucleus, closed questionnaires were applied to a representative sample of that universe and were later tabulated, analyzed and incorporated into the text. the most relevant conclusions. Finally, in-depth interviews were conducted with key leaders, industry experts and professionals from the companies involved in the newly signed alliances.

O consumo da chamada “carne vermelha” vem sendo substituído por outros tipos, carnes brancas, em virtude do mito dos malefícios provocados à saúde por aquela Entretanto, mais recentemente, por causa do mal da “vaca louca” e do caso da dioxina na Bélgica, assistimos a um agravamento dessa crise. Para tanto, toma-se necessária a maior união dentro da classe produtora e desta com os agentes a montante e a jusante da cadeia produtiva da carne bovina, buscando, em conjunto, melhor aproveitar as vantagens comparativas existentes no país e aperfeiçoar suas vantagens competitivas. Este trabalho visa, acima de tudo, analisar a atual tendência de formação de parcerias mercadológicas entre os componentes da cadeia produtiva da carne bovina, que reúne a indústria de insumos, os produtores rurais, a agroindústria de carne (frigoríficos) e os distribuidores (açougues e supermercados), e que pode melhorar as condições de oferta do produto nacional no mercado mundial de carne bovina. Nesse caso, foi feito um estudo de caso da formação e desenvolvimento do Núcleo dos Produtores de Novilho Precoce de Minas Gerais, com sede em Uberlândia, cidade pólo do Triângulo Mineiro, extremo oeste do Estado de Minas Gerais. Aquelas parcerias vêm ocorrendo num processo de fusões e aquisições na agroindústria de frigoríficos brasileiras. Estas agroindústrias e os distribuidores vêm demandando dos pecuaristas uma matéria-prima que permita a diferenciação de produto, por meio da melhor qualidade e identificação dos animais (segurança do alimento), juntamente com a maior regularidade na oferta. A metodologia adotada consistiu numa revisão bibliográfica que visou identificar os fatores de atraso tecnológico da pecuária bovina brasileira comparativamente a outros setores agropecuários. Foi desenvolvida, também, uma revisão do aporte teórico dos Custos de Transação, que serviu de referência para a análise dos fatores influenciadores e/ou determinantes na formação de alianças mercadológicas entre os agentes da cadeia, que têm incentivado transformações significativas na cadeia. Por último, efetuou-se a revisão bibliográfica sobre o associativismo rural e, por meio do aporte teórico do neocorporativismo, analisamos a constituição de novas formas de organização do setor.vi Para identificar o perfil tecnológico dos associados às novas formas de organização dos pecuaristas, no caso dos filiados ao Núcleo dos Produtores de Novilho Precoce de Minas Gerais, foram aplicados questionários fechados a uma amostra representativa daquele universo, sendo posteriormente tabulados, analisados e incorporados ao texto as conclusões mais relevantes.
