O plano de metas compromisso todos pela educação : desdobramentos na gestão educacional local e no trabalho docente

Resumo: | This study is part of the line of research State, Policy and Management in Education of the Graduate Program in Education of Universidade Federal de Uberlândia, with the object of investigation the Target Plan on All for Education Commitment (TPAEC) as a part of Education Development Plan, and its interface with local politics, educational/school management and teachers‟ work. The Education Development Plan, officially implemented by Ministry of Education in April 2007, simultaneously with the promulgation of Decree No. 6094, deals with Target Plan on All for Education Commitment in the context of President‟s Luiz Inácio Lula da Silva government. Decree n. 6094 by instituting TPAEC, has mechanisms that delineate the educational policy enacted by MEC, such as the Articulated Actions Plan (AAP) and the School Development Plan (SDP-School). From this background, the objective of this research is to analyze the government program SDP/TPAEC and its developments in the public education management and teacher‟s work, taking into consideration the production process and implementation of this policy and the actors who interfered in its preparation, in the context of network policies. Considering this goal, a central question guides this research: To what extent a government program such as SDP/TPAEC, that is a part of a policies network, was able to implement the promised benefits in the public education management, compared to a national and international framework outlined by the economic and political aspects from Brazilian institutions and the dialogue with other actors such as international organizations and business segment. For this investigation, we chose the epistemological approach of dialectics and the contributions of the methodology from social network analysis and theoretical and analytical framework of the policy cycle, combined with procedures that contemplate other object perspectives, namely: document analysis, research field and interview. Results support the defended argument in which the implemented actions from the reform of SDP/TPAEC essentially failed to break the status quo as a result of the reproduction of policies network established between global and local aspects, from relationships between people, institutions and organizations, showing that State is not the core of the educational policy-making process, having canceled its major role in a scenario of disagreements and power/interests disputes. The promises announced by SDP/TPAEC policy materialized an upside down quality in school floors , bringing perverse effects to local politics and teacher‟s work, due to the logic of responsibility/accountability, which eventually established appropriate consensus to globalized economic order to attend the different interests at stake. A quality at the same time focused on school performativity and its professionals, remained material and objective conditions of work on school floors unchanged. |

A quality at the same time focused on school performativity and its professionals, remained material and objective conditions of work on school floors unchanged.Doutor em EducaçãoO presente estudo insere-se na Linha de Pesquisa Estado, Políticas e Gestão em Educação do Programa de Pós-graduação em Educação da Universidade Federal de Uberlândia, tendo como objeto de investigação o Plano de Metas Compromisso Todos pela Educação (PMCTE), como parte das ações do Plano de Desenvolvimento da Educação (PDE), e sua interface com a política local, com a gestão educacional/escolar e com o trabalho docente. O Plano de Desenvolvimento da Educação (PDE), implantado oficialmente pelo Ministro da Educação, em abril de 2007, simultaneamente à promulgação do Decreto n. 6.094, dispõe sobre o Plano de Metas Compromisso Todos pela Educação (PMCTE), no contexto do governo do então presidente Luiz Inácio Lula da Silva. O Decreto n. 6.094, ao instituir o PMCTE, dispõe de mecanismos que delineiam a política educacional promulgada pelo MEC, tais como o Plano de Ações Articuladas (PAR) e o Plano de Desenvolvimento da Escola (PDE-Escola). A partir desse panorama, o objetivo geral desta pesquisa é analisar o programa de governo PDE/PMCTE e seus desdobramentos na gestão da educação pública e no trabalho docente, considerando o processo de produção e implementação dessa política e os atores que interferiram em sua elaboração, no contexto da rede de políticas. Considerando esse objetivo, uma questão central norteia esta investigação: Em que medida um programa de governo como o PDE/PMCTE, que faz parte de uma rede de políticas, conseguiu implementar os avanços prometidos na gestão da educação pública, ante um quadro nacional e internacional, delineado por arranjos econômicos e políticos das instituições brasileiras, de um lado, e pela interlocução com outros atores, como os organismos internacionais e o setor empresarial, de outro. Para esta investigação, optou-se pela abordagem epistemológica da dialética. Utilizaram-se também as contribuições da metodologia de análise de redes sociais e do referencial teórico-analítico do ciclo de políticas, combinados com outros procedimentos de pesquisa que contemplassem as demais perspectivas do objeto em questão, sendo eles: a análise documental, a pesquisa de campo e a entrevista. Os resultados corroboraram a tese defendida de que as ações implementadas a partir da reforma do PDE/PMCTE não conseguiram romper essencialmente o atual status quo, da política educacional, no nível da educação básica pública, em decorrência da reprodução da rede de políticas constituídas entre o global e o local, a partir de relações entre pessoas, instituições e organizações, evidenciando que o Estado não é o núcleo central no processo de formulação de políticas educacionais, tendo seu papel de protagonista comprometido nesse cenário de embates e disputas de poder e interesses. As promessas anunciadas pela política do PDE/PMCTE materializaram no chão das escolas uma qualidade às avessas , trazendo efeitos perversos à política local e ao trabalho docente, em decorrência da lógica da responsabilização/accountability, que acabou instaurando consensos adequados à ordem econômica globalizada para atender aos diferentes interesses em jogo.
