The procedural liability is a major problem faced by environmental agencies of Minas Gerais. In this scenario, in order to alleviate the crisis experienced, the state tries to optimize and reduce the bureaucracy of the processes for water use regularization through changes in legislation. Within this context, the present study analyzed the factors that influence the process for obtaining the right to use water resources and assessed the extent to which recent changes in environmental legislation have contributed to the improvement of granting procedures. The methodology consisted of the application of a questionnaire to the servers of the environmental agency (URGA TMAP), with the purpose of obtaining their perception about the procedures adopted. The results showed that the digitalization of the process generated agility, eliminating steps and mitigating factors that were time consuming. However, the updates promoted by the state were not enough to solve all the adversities faced during the process of obtaining the right to use water resources.
