This article presents a narrative review of the literature focusing on integrated planning in oral rehabilitation to optimize referrals from primary care to specialized dental services (CEO) in removable prosthesis. The Brazilian public health system, the Unified Health System (SUS), aims to offer comprehensive and universal dental care through the National Oral Health Policy (PNSB) and the Smiling Brazil Program. The primary gateway to dental care is the Basic Health Units (UBS), where the dental team, along with other health professionals, provide preventive, promotional and curative services. The UBS plays a central role in the referral process, and patients who need specialized prosthetic treatment are referred to the CEO. However, the availability of specialized outpatient dental services is a major challenge within the SUS. The integration of dental care networks and the establishment of a referral and counter-referral system are fundamental for achieving comprehensive oral health care. A graduated treatment plan is recommended, starting with urgent care, basic periodontal treatment, surgical procedures, endodontic treatment, restorative dentistry, periodontal surgery, and finally the provision of removable dentures. Successful implementation of removable prostheses in primary care can help reduce waiting lists in regional DSCs. Collaboration between dental professionals and training programs is essential for the successful implementation of removable dentures in primary care and specialist services. This study highlights the importance of an integrated approach to oral rehabilitation and optimized referrals to specialized services, contributing to the inclusion and oral health of the Brazilian population and to an effective supply of dental prostheses in the public health network. can be leveraged through partnerships between educational institutions and the SUS.
