Brazil is one of the most recurrent elected rotative member in the United Nations Security Council. The pursuit of consensus has historically market their mandates in order to strengthen multilateral decisions, and traditionally their votes do not differ from their large western permanent member partners - the United States, France, and the United Kingdom. Resolution 1973 (2011) is a pivotal moment in the history of the Council: for the first time, it authorized the use of all means necessary to end the conflict in Libya, based on the “Responsibility to Protect” (R2P) foundation. The Brazilian delegation, member in that biennium, takes an unusual position of its trajectory, it chooses to abstain in a resolution in which its traditional partners of the instance had made great efforts for its approval. The purpose of the article is to demonstrate how this abstention was part of a more in-depth strategy of Brazilian insertion in the international system and how it will be reflected a few months later when Brazil presents to the General Assembly the idea of ​​Responsibility While Protecting (RwP).
