Resumo: Urban Mobility is an attribute associated with the city and reflects the ease of moving people and goods in the space. The purpose of this research is to study the Public Transportation (operated by bus) and Urban Mobility in Ribeirão Preto-SP-Brazil, with emphasis on the concept of Sustainable Urban Mobility, discussed and adopted by the Ministry of Cities, Brazil. The public policies of the mobility in vigor were analyzed to identify and evaluate the works that have been made and how it has been applied by the government of the municipality. For this analysis we investigated the process of urbanization and urban restructuring. We believe that not understanding the process of urbanization and urban dynamics make the understanding of the implementation of public policies on mobility impossible. Thus, we considered the urban planning and the tools and resources that the government has to intervene in the area and then proceeded to examine the Plano Diretor and its supplementary laws. The research began with the process of theoretical and methodological refinement, with the understanding of the concept of urban sustainability and social inclusion, in addition to theoretical knowledge about the object of study and defined area which is the municipality of Ribeirão Preto- SP. At the same time, we analysed the data acquired, in the City Hall and on websites of the government, system-related and public transport, but also on the characterization and distribution of the population and socioeconomic data required to understand urban dynamics. We used the empirical method: using field work with the questionnaire, which was answered by users of public transportation by bus, Ribeirão Preto. Apart from general questions to find out what is the assessment system, the questionnaire also addressed questions about urban mobility and other modes of transportation, and issues that will present us with some significant data on the situation of the municipality of Ribeirão Preto. Through these data, superimposed on others, such as the distribution of trade and services centers that generate traffic, you could map where flows occur with greater intensity and, thereby, to find alternatives based on inclusive and sustainable urban mobility and the public transportation, which currently has the system and its operation to be delayed toward the central area where the municipality has already stimulated by the Plano Diretor, encouraging the creation of subcenters. This study helps to strengthen the scientific research that is being made on the Geography of Transport in South America, as in North America, specifically in the United States but also in some European countries like England, Spain and Holland, the study of this area of the Geography dates from the fifties of the twentieth century, based on Geography Theoretical-Quantitative. The interest in Geography of Transport is now appropriate to the problems faced in urban centers with high population density, because the urban mobility in the geographic space interacts with other socio-economic, which contributes to the efficiency or otherwise of the city, mainly in the economic and with regard to quality of life and social inclusion. Thus begins the studies in this area, to understand the urban and regional restructuring in its dynamics and consolidation, noting the current standards required in the search for a sustainable city, as well as in understanding the mobility of people and goods in urban area, which has been integrating a few decades the largest concentration of people.

O objetivo da pesquisa foi o de estudar o Transporte Público (operado por ônibus) e a Mobilidade Urbana do município de Ribeirão Preto-SP, com ênfase no conceito de Mobilidade Urbana Sustentável, discutido e adotado pelo Ministério das Cidades, no Brasil. Foram analisadas as políticas públicas de mobilidade vigentes para identificar e avaliar o que vem sendo trabalhado e como vem sendo aplicado pela Administração Pública do município. Para esta análise procurou-se entender o transporte público no processo de urbanização, na reestruturação urbana e no planejamento urbano. Acreditamos que a não compreensão do processo de urbanização e a sua dinâmica urbana impossibilitaria entender a aplicação das políticas públicas de mobilidade. Assim, buscamos entender o planejamento urbano e os instrumentos e meios que a Administração Pública tem para intervir no espaço, passando então a analisar o Plano Diretor e as suas Leis Complementares. A pesquisa se iniciou com o processo de aprimoramento teóricometodológico, quando foram feitas leituras que reforçaram o conceito de sustentabilidade urbana e o de inclusão social, além do conhecimento teórico sobre o objeto de estudo e a área delimitada a qual é o município de Ribeirão Preto-SP. Ao mesmo tempo, procurou-se entender os dados adquiridos na prefeitura do município e em sites (do governo) relacionados ao sistema e à rede de transporte público, como também, sobre a caracterização e a operação dos ônibus que é administrada pela TRANSERP (Empresa de Trânsito e Transporte Coletivo de Ribeirão Preto S/A), empresa de capital misto, necessários para entender a dinâmica urbana. Foi utilizado o método empírico: por meio de trabalho de campo com a aplicação do questionário, o qual foi respondido por usuários do sistema de transporte público por ônibus de Ribeirão Preto. Além das perguntas gerais para saber qual é a avaliação do sistema, o questionário ainda abordou perguntas sobre a mobilidade urbana e os outros meios de transportes, sendo questões que apresentam alguns dados significativos sobre a situação do município de Ribeirão Preto. Através desses dados, sobrepostos a outros, como a distribuição do comércio e serviços e pólos geradores de tráfego, pode-se mapear onde os fluxos acontecem com maior intensidade, e, através disso, buscar alternativas baseadas na mobilidade urbana sustentável e inclusiva e para o transporte público, que atualmente tem o seu sistema e operação defasados por estar voltado para a área central, quando o município, já estimula pelo Plano Diretor, o incentivo à criação de subcentros. Esse estudo contribui para reforçar as investigações científicas que vêm sendo feitas sobre a Geografia dos Transportes na América do Sul, pois na América do Norte, mais especificamente nos Estados Unidos, como também em alguns países europeus como Inglaterra, Espanha e Holanda, o estudo dessa área da Geografia data desde os anos cinqüenta do século XX, baseado na Geografia Teorética Quantitativa. O interesse na Geografia dos Transportes atualmente é conveniente aos problemas urbanos enfrentados nos centros com densidade populacional elevada, pois a mobilidade urbana no espaço geográfico interage com outros aspectos sócio-econômicos, o que contribui para a eficiência ou não da cidade, principalmente no aspecto econômico e no que diz respeito à qualidade de vida e inclusão social.
