This paper aims to analyze the performance of ECLAC in the process of adaptation of the Millennium Development Goals (MDGs) and the Sustainable Development Goals (SDGs) for the context of Latin American economies. Since the 2000s, a new development agenda has been created to guide the millennium on issues related to the quality of human life, in addition to economic growth. It is from this perspective that the United Nations drives the MDGs to its regional agencies, including ECLAC. However, the Commission seems, at first, to keep global targets out of line with its propositions. It is from 2015, with the advent of the SDGs, that ECLAC will assume its commitments to the international agenda in a more assertive way. However, several criticisms are directed at global goals, especially for not breaking with the orthodox logic that governs trade exchanges and keeps peripheral countries in their primary exporting role. Thus, this paper seeks to answer how the absorption process in the ECLAC of the MDGs and the SDGs took place, in view of the primacy given by the institution to the transformation of the productive structure of the region, distinct from the logic favored by the global goals. It is hypothesized that the MDGs had weak acceptance in ECLAC formulations until Alicia Bárcena's entry into the Executive Secretariat in 2008 and the rise of Agenda 2030 and the SDGs, which the Commission directs a more significant focus. Moreover, it is assumed that ECLAC does not abandon its traditional economic propositions, but adapts its thinking over the past decade to new development themes, with emphasis on environmental sustainability and equality.
