Brazil is one of the countries with an active participation in international discussions on environmental issues, and has been recognized for its leading role in articulating and proposing agendas at the multilateral level since the last century, with a greater role in the early 2000s. This article analyzes Brazil's foreign policy during the first two governments of Luiz Inácio Lula Da Silva (2003-2010) in global environmental negotiations, highlighting the transition from a focus on Amazonian sovereignty to a pro-sustainability stance. The central hypothesis of the paper argues that Brazil sought to balance economic development and environmental concerns, positioning itself as a global player. Through a combination of literature review and documentary analysis, this research provides insights into the complex relationship between foreign policy and environmental concerns on the international stage.
